Black Rock City had three major hospitals. Two of them were run by the government, with one being owned by the city hall and the other by the royal capital. The royal capital had installed many such hospitals in all the province capital with the idea of aiding the Census bureau in tallying the population of the people by noting down mortality rate and natality rate[1]. As for the third one, it was a private hospital owned by a wealthy merchant in the city.
Considering Layla's special identity, Sato had admitted her into the hospitals owned by the merchant. Until he understood the full story of her appearance in Maldora Canyons as well as her possible relationship with Cecilia, Sato had no intentions of letting her get discovered by the kingdom's or city's forces yet.
