Natovis, better known as the Layered City, has seen better days. The upper layers are still intact and still governed by the authorities, but they are nothing compared to what they used to be. No one knows what goes on past the 8th floor down from the top. It is estimated that there could be thousands of floors. Things are so far declined that much of history and science is forgotten. People turn instead to speculation, legend, and outright guessing to explain the world and universe. Most do not even know how the city got there. There is a series of mysterious and unexplained disappearances, none of which have any evidence, except for one. The insolvency to fixing this problem shines light onto the civilizations decline. The public, led by some extraordinary individuals take action to both solve the mystery, turn things around, and figure out why the city declined in the first place.

Sudden thought

After what had happened during his regular nighttime walk, Arturian Noble the second's mind was in disarray and had been so for about three days now. He did not know how to act. The other night he was almost certain he saw five figures chasing after one slightly faster figure. He saw them chase the one into an alley in the night. When Arturian the second followed the event of interest into the alley, he walked all the way to the end only to find a dead end, and no trace of what he sworn he had just seen.

Three days later, and Arturian still did not know what to do. He had no evidence of the incident occurring. He did not want to look like a fool to the police or the public making a claim of witnessing an event that may end up not being real.

How would he prove the occurrence of a potential crime to the police if he told them his account. After that thought, he suddenly realized there were cameras all over the upper floors, so the authorities certainly would have recorded footage of the event happening.

Arturian Noble the younger then swiftly called for his driver and went on his way to the police station.
