The Dawn empire is the empire Marco and old vent lived, this was their home, the empire is ruled by the wind emperor, who happens to be a woman, the Dawn emperor is a wind mage, to be accurate, the strongest wind mage in the whole of Dawn at the super stage.
If compared to the structure of the earth, provinces (empire) are the same as continents and each empire (province) has at least 90 countries, the province and separate into two parts, the inner Cities and the outer part of the empire.
(Note: I might switch between using the two words 'empire' and 'province' but please remember that the two mean the same thing so please don't get confused when I switch between the two in a single sentence.)
The inner cities are where most of the power of an empire is concentrated and also the place where the most powerful people of the empire live, the outer part is practically the opposite.
Their ruling system is also similar to earth in some ways, the emperors have the highest authority obviously, with their advisors that serve directly to them, next is the council, which involves the military and the Court mages.
Magic academies also hold certain powers in their respective regions, the stronger the students and teachers of a magic academy, the stronger the influence and power of that academy in that region.
The court mage is usually made up of hunters, who are mostly Adventure rank hunters and heads of hunter guilds, hunters' Powers ranking is different from the military since they don't have uniforms that differentiate them, one can only differentiate them by the number of stars have, while some hunters would join hunter groups and can be recognized by their badges.
Hunter power ranking is as followed
F rank hunters - one star
E rank hunter - two Stars
D rank hunter - three stars
C rank hunter - four stars
B rank hunter - five stars
A rank hunter - six stars
S rank hunter - seven stars
S+ rank hunter - adventurer
The military on the other hand could easily be classified by the types and colors of their uniforms.
Top personnel in the military use armor while the regular combatants use robes.
General - gold armor
Captain - silver armor
Legion squads commander - bronze armor
Section captain - black armor.
The ordinary combatants are then divided into different categories, and the color of their robes is per their strongest elements.
Fire mage - red robe
Water mage - blue robe
Wind mage - Yellow robe
Ice mage - sky blue robe
Earth mage - brown robe
Shadow mage - black robe
Lightning mage - purple robe
Summoning mage - white robe
Space mage - silver robe
Light mage - gold robe
Sound mage - green robe
Chaos mage - black and white robe (a single robe that is partly white and partly black)
With the most common element being the fire, water, earth, wind, light, and ice element, the rest were very rare and not everyone had the chance to awaken them, not even with the help of special awakening stones.
Mages at different stages are well respected according to their ranks since it wasn't easy to break through.
Mages in the inner cities of the empire easily live happy and luxurious lives since you mostly see advance stage mages at the second level everywhere but it wasn't so for those in the outer part who can't afford the life of those in the inner cities because their strength isn't enough.
Thus, most choose to just stay in the outer part because being at the third level of the basic stage already makes you a nobleman in the outer part of the empire.
Breaking through the bottleneck between each stage is very tedious and dangerous at the same time, so most people just spend their whole lives as basic mages since they can't guarantee their success and safety.
Therefore the reason why a core mage can easily become a mayor of a city in the outer part of a province.
If an advance stage mage or core mage at the third level visits any country in the outer part, they can effortlessly become the Lord of that country, since having such a level as a mage can increase the strength and reputation of that country.
Every level and stage of a mage is a gap that can only be covered by special magical equipment, if a core mage at the first level was to get into a fight with a mage at the third or second level of the core stage, it would be extremely difficult for the mage who is only at the first level of the core stage to escape the fight without sustaining any fatal injuries.
While if a core mage at the third level fights a mage who is at the first level of the advance stage, it's practically death for the core mage because of their stage difference.
Having a rare element is also an advantage to a mage as some elements are hard to deal with but only if the gap is within one stage though, an example is a Chaos basic mage against a water and wind core mage, the chaos mage has a chance to win, but if against an advance mage, then the chaos mage should just await reincarnation.
Thus a mage with a rare element can cause a war between different magic academies because they would all want to be the ones to take in the mage since such mages can easily become powerhouses for them if allowed to grow in the future.
There are also mages who are referred to as children of magic because they are born with abnormal abilities and cheat along with their elements.
Some have innate cultivation: which allows them to advance easily between stages and levels without having to worry about failing.
Others have increased: this increases the damage of their spells by a huge degree compared to normal mages.
The dual elements:they are Born with more than one element and they gain extra elements at each stage.
But all of them are known as legends, why?? Because such mages only appear once in a thousand years.
