The lower your potential, the higher grade core you need in order to absorb as much energy as one with higher potential using one core. But of course higher grade cores cost more money so most still use the lower grade cores even if they have low potential. When it comes to improving your potential only masters above the heavenly realm and their disciples know about it and even if they knew about it existing it doesn't mean that they could use it. The only way to actually get potential raising medicine for most cultivators is by buying it in the auction house and even there they rarely appeared.
