Dio knew he could fight and maybe even win against Deathstroke.
This guy is like Batman with prep, and now he's not prepared, so the odds of winning increase for him.
But Dio had to get some attention for himself, and he didn't want to involve A.R.G.U.S. in this mess either, so it was best for him to go back and join the others immediately.
Before Deathstroke pulled his guns, Dio inhaled while chanting.

Dio spat out black volcanic ashes that covered the entire rooftop in his mouth.

The man driving was wearing a leather jacket and a black helmet, but he knew how to drive, and Titans were having a hard time keeping up with him as he moved between cars and people.
This seems to be associated with Deathstroke and hired as a distraction.

She couldn't see the details above but she could hear the commotion of police cars.
Then Dio remembered something as he was about to descend.

They could have been followed, but Robin is the only one trained to be stealthy, and Deathstroke found them very quickly.

"What do you mean?"
"I've been running and hiding from him for over a year. Yes, he always manages to find me, but not so quickly. This last time, I hid from him for two months, so if I had a tracker on me, why the delay?"
She raised a good point, but with his memories from his past life about Deathstroke, Dio might have an idea of why.

At the bottom were the edged weapons, knives, shurikens, and kunais; there were also Japanese katanas on the side walls.
If Dio thought Deathstroke was equipped to start a small war before, now he was sure that Rose could start World War III.

Rose shouted with a smile while looking at the weapons.
Dio closed the broken iron gate as best as he could.
"Don't touch the bars."
Dio told Rose while touching the bars with his eyes closed.
Soon, a small black energy beam emanates from his fingers and hits the metal.
"What did you do?"
Rose asked curiously.
"A Faraday Cage, or at least I think so. Honestly, science isn't my strong suit."
Dio said it with some embarrassment.
This was an attempt to block the tracker signal.
Dio thought that since the tracker was on her, the signal range wasn't that far, which meant that they probably tricked Deathstroke during their little escape.
That's why they have the cage—to isolate them until they solve the problem.
"So, how do we solve this?"
Dio asked her, as she was still looking at the weapons.
Then she turned to him and took off her once-white shirt over her head while leaving her body exposed to him and shortly stealing his words.
"What are you doing?"
Dio quickly recovered and asked before she could flash a smile.
This was clearly an attempt to embarrass him and show a shy reaction.
Fortunately, he has been training and testing his resistance to dangerously beautiful women for many years, and living with two beautiful women has only made him tougher.

Dio said to stop her before she does anything else foolish, as she'll do it anyway, and it's better for him to take control.
