He has hired many ordinary humans, like Lady Gothic and Leon, and his way of buying them off is by giving them some of his collectibles and cash.

At the same time, he also hired people with special abilities like Master Mirror and Captain Cold, and he bought them off with promises of power, in addition to wealth.

Like many villains outside of Gotham, his motivation is driven by power, his aim is to rule over all of humanity. He doesn't have any particularly unique ideology, nor is he crazy. Despite a strong established character, his performance falls short.

His one shining moment was in the comics when he dispatched Master Mirror to steal Batman's plan from the Batcave for dealing with the Justice League members. Due to Master Mirror's peculiar ability, Savage was successful in using these plans to defeat the Justice League members. However, in the end, he was still defeated by Batman, leading to Batman's departure from the Justice League.

In one particular universe, he succeeded in eradicating the Justice League, becoming the last human on Earth. However, he felt boundless loneliness and asked Superman, who had traveled to that universe, to go back in time and save the world. It was not until then that Savage realized that power at its extreme isn't power, but loneliness.

Now, Savage feels very uncomfortable because since he came to Gotham, he has been in a situation of investing a lot and losing as much.

Leon was one of his trusted subordinates. Leon was well-connected to many celebrities on the West Coast and had developed for Savage many downstream connections like Lady Goth in Gotham. But just a few days after they arrived in Gotham, they lost contact.

Savage's investment in illegal heavy weapons produced by the Goth family disappeared without a trace, and their entire shipyard was bombed.

He invested a lot of effort to win over Master Mirror just to see him disappear after a few visits. After that last phone call, there was no more contact.

His most trusted Captain Cold in Central City also disappeared completely after just one visit.

This City of Darkness, is like a massive beast hibernating in the abyss. Nobody who leaps off the cliff would ever expect to be buried here forever.

Yes, Savage believes that all of the people he sent in died. He never thought these people might betray him because he believed he had given them enough.

While Savage was thinking about the next steps, in Shiller's office, Master Mirror and Captain Cold looked at each other. Captain Cold coughed slightly and said, "You mean, you want us to call Savage and let him send someone to save us?"

"That was the plan, but the reality is different. I want to ask you a question. Just answer it honestly." Shiller looked at both of them and said. Both of them nodded.

"What do you think of this place?"

Both of them were silent for a moment. Captain Cold was the first to speak, "Truth be told, I've always been drawn to schools, so my assessment might not be objective."

"If you ask me, this city is awful. Terrible weather, appalling crime rates, violent citizens. But, I really love this school."

"Yes, the students here are brazen, wild and violent. But they are also, undeniably, the most vivacious people I've ever seen. They seem like they'll never tire, they are also exceptionally talented when it comes to learning. They always have novel ideas. When I'm with them, I feel like I've become younger."

Master Mirror was silent for a long while, he sighed and said: "I too think this place is awful. But I must admit, the teachers here are very competent and demanding. They are even better than the professors from the university I attended."

"I don't know if there's anyone in your hometown who had an experience similar to yours. If there is, you can use this opportunity to invite them to study here." Shiller tapped the table slightly with the tip of his pen: "I believe you have also noticed we need more outstanding recruits."

"Some people call this place a dump. Many say that waste is just a resource put in the wrong place. The real meaning of this statement is that too many people are dismissive and label what they don't need as garbage."

Seeing Shiller sit in front of the window against the light, a silhouette against the sunset, Master Mirror and Captain Cold heard his deep voice echo in the room:

"Perhaps, there will never be light in Gotham, but that doesn't matter. If this place is destined to be the darkest shadow of this world, it will also form a rising black sun...."
