Those who refused to surrender were targeted for arrest and detention in camps controlled by the Speed Wraiths, spreading fear and hopelessness among the population.

This inhumane and coercive action generated a climate of terror and oppression in the Republic of Rivelia, where civilians were faced with a terrible choice between losing their freedom or risking their lives by defying the tyrannical regime of Black Lightning and his henchmen.With the Republic of Rivelia Engulfed by fear, heroes Swiftstorm and Flickering Shadow anchored a regime of terror, implementing Black Lightning's cruel demands. The imposition of total submission left a trail of anguish, the Spectres' violence shaping a grim new normal for the oppressed citizens.

Meanwhile, under the threat of severe reprisals, the population faced a moral crossroads. The choice was daunting—the illusory safety of forced obedience or the fearless act of rebellion that could cost one's life. The once-vibrant streets of Rivelia have become tense scenes of growing mistrust and suspicion.

Behind the scenes, however, the indomitable spirit of resistance was beginning to form. Small networks of rebels, allied with some sympathetic international figures, planned in secret. The injustice faced daily fueled the flame of determination to challenge tyranny and regain usurped freedom.

In this oppressive environment, the society of Rivelia found itself on the threshold of a possible insurrection. It was not yet known whether the fervor for freedom and justice could overcome the imposing power of repression of Swift Storm, Flickering Shadow and their Specters.
