The point in the comparison I’m making here is that Kirin and Fire Release are both impressive techniques that would obviously do a lot of damage to anyone who gets hit, so an opponent needs to either dodge or block them. More than that, as a result of the medium, the after effects of techniques like these need to be moderated, it’s why you only see burns on Asuma rather than him being truly unrecognisably charred, when you add in the lack of characters killed by elemental jutsu in the series anyways and the lack of main protagonists and antagonists using Fire Release as their preferred form of combat, you can see why it was hardly used or may seem underwhelming. I mean Madara’s Great Fire Annihilation needed hundreds of Shinobi to block it with Water Release, if that hit, they’d be dead no questions asked. I assure you that if the Elemental Nations were real, thousands would’ve died to Fire Release over the years and to act otherwise would be foolish.

So? Doesn’t change the fact that it’d obviously kill most shinobi just like a good fire release technique would, it’s not like Naruto shows all that many deaths. Rasenshuriken > Kakuzu Blade of Wind > Hayate Water Prison + Sharks > Kisame Raikiri > Haku Chidori Sharp Spear > Danzo That’s it, not including Itachi’s crow or filler which has a negligible amount that’s all of the elemental jutsu that’s killed someone on screen.
