In addition to that Hiruzen is/was nowhere stronger than A and Bee’s dad, or Ohnoki. He just had a wider arsenal of jutsu and more Kage level ninja under his command during his reign. He had the Sannin, Sakumo, Danzo, Kushina, Fugaku, Shisui, Itachi, Might Duy (who was wasting his potential under Hiruzen btw), Might Guy plus there are plenty of ninja who are and were the same age or older but because they actually focused on honing their craft instead of manipulating people like Dumbledore he might’ve been the 5th strongest Kage of his generation. Still weaker than Tsunade or Kakashi tho
