it's the same as in Naruto where elite jonin and kage level don't exist, but it can't be said to be a mistake made by every fanfic author, it is mostly necessary to be used to explain clearly about power levels of different characters..... and most importantly....readers do understand it better that way, so, If it works, it ain't broken.

he will still dodge attacks..... you do realise that any attacks ge receives, although won't kill him, but would hurt just as bad as they would have originally.....

I mean, why though? she needed it in the original plot to break her engagement with Riser, (for which she didn't do anything....which was bad) but she really doesn't have much reason now, no I won't make her a beautiful vase, she would have some fighting capacity, but not to the point of being at top, she won't focus on training all the time, because well.... it's common it's strange for Devils to actively train too much, they mostly tend to be lazy, and she has enough potential to reach ultimate class, maybe Satan level too....
