A zero G zone will not make someone float unless they themselves kicked off the ground. Unless he kept them in a hold somehow, they should not be stationary in the air. If he used gravity to lift them, then set their gravity to 0, then they should be ascending for a good while until the friction with the air stopped them. In the story, he raises them up and they start flailing their arms and legs. It makes no sense from a gravity control point of view, unless the magic is specific that it raises them and that's it, but this whole story is about hat magic is malleable and effects can be changed by silent casting.
Think of it like this. To open a specific function in windows, you must go trough a lot of actions like controlling the mouse selecting the specific icons and stuff like that, which can take up time and become confusing for a first time user, BUT, that same function can also be opened by a simple keyboard buttons combination, which is easier to remember for a first time user.

Why is he able to move? he raises them up, so it's obvious he could hold them still too. If it was something like a King rank, I could understand that they could overpower his holding strength and move a bit, but an advanced rank should be a simple puppet in his hold.

It's not like that. There was a very easy solution to all this shit situation. Kill the one who asked for a coup and the Konoha elders. After those 2 opposing sides are dead, they could start to peacefully reintegrate into the village.
I think that it has more to do with the difficulty of execution then the power. Like, the technique would be split in 3 parts(like constructing the seal, selecting the marker etc.), each controlled by one of the chunin. Chakra wise it doesn't seem all that intensive since Minato was able to spam it 1000+ times at once against the Stone and still use the Rasengan as an offensive jutsu(which we do know is a chakra hog).
