Many, many soldiers were taking up advantageous positions since the enemy would strike from the air, the defense formation that was heavy on the outside and light on the inside had to be changed. Without knowing where exactly the enemy would land, key positions had to be defended by more people.

The Solar System Company had no air power at all throughout the entire war, so the Sanitation Workers had few anti-aircraft weapons. The anti-aircraft missiles that should have been placed in critical areas, along with the anti-aircraft artillery positions, were all missing.

Even portable surface-to-air missiles were very scarce.

Weapons serve warfare, just as good warships will never drive on land, and tanks, however effective on the ground, won't go to sea. By the same logic, if the enemy wouldn't use planes, then naturally there would be no anti-aircraft weapons.
