Naruto relaxed at hearing this and smiled. He craddled Menma close to his body as Menma fell asleep due to his previous Chakra exhaustion and emotional overload. Naruto put Menma on his bed.

He then looked where Hinata was and saw she was also crying after hearing Menma and Naruto . He sent a smile to Hinata and asked " Should I take you home princess ?"

Hinata wiped her tears and blushed at being called princess , then replied " n..no I w..will St..stay w..with M..Menma kun for now. "

Naruto smiled at her and said " OK Hinata chan , wake him in an hour and give this dress to him and bring him to hokage tour , will you ?"

"H-hai Namikaze-sama " stuttered Hinata.

"Eh... none of that princess , call me naruto or ni-chan like Menma" said Naruto.

Hinata blushed cutely at that and stuttered " h--hai ni-chan" .

Naruto smiled and disappeared in flash of lightning .

Every clan heads were excited and happy after hearing about return of Namikaze Naruto.

Elders were sweating nervously at the thought of what Naruto would do when he hears about Menma's mistreatment and worse if he finds about truth of Uchiha Massacre.

Civilian council were elated about return of their Hero.

Hiruzen was sighing tiredly from his chair in council.

In a flash of lightning , Naruto appeared in the council chamber. He bowed to Hokage then turned to clan heads and bowed to them to. He turned towards elders , they were expecting him to bow to them but he instead of bowing he glared at them with electricity dancing dangerously in his eyes. When their eyes met elders' breath caught in their neck.

Naruto took his seat of Namikaze clan head between Uchiha clan seat and Hyuga clan seat where Hiashi Hyuga was seated.

"Let's start the council meeting" announced the Hokage .

"Where is Fugaku, I haven't seen one uchiha at hosoital nor can I sense Mikoto obachan's chakra. And is Izumi-chan on a mission ?" inquiried Naruto.

Elders paled at this. Clan heads showed sadness.

The Hokage explained " Every Uchiha other than Uchiha Sasuke was killed by Uchiha Izumi 5 years ago. She was declares S-classed missing nin after she fled from village".

Clouds starts roaring in the sky as Naruto shouted in disbelief "WHAT THE HELL ARE YOU TALKING ABOUT ? WHY WOULD IZUMI - CHAN KILL HER CLAN.

SHE WAS KINDEST SOUL I KNEW . THERE IS NO WAY SHE WOULD KILL HER OWN WITHOUT ANY REASON. AND SASUKE~CHAN BEING ALIVE IS PROOF OF THAT " .

Elders paled at that and Shimura Danzo cursed silently.

"we don't know Naruto-kun, We got nothing in investigation only that Izumi killed her entire clan and left Sasuke-kun saying she slaughtered the whole clan to test her power" said Hiruzen.

"Bullshit , if you can't even investigate properly I will do it on my own after the mess of invasion is solved" said naruto. "Now please explain that why my Otouto was kept in orphanage and when all clan heads that used to flaunt their relationship with my family are alive and doing so well ".

The civilian council went in uproar asking why they weren't informed of their hero's remaining family.

The clan heads all started explaining . Finally Hiashi stood up and explained "Naruto-kun we all wanted to adopt Menma-chan but Hokage Sama stopped us from adopting him."

Hiruzen cursed Hiashi in mind for putting all blame at him .

"Hokage-Sama , Did you forget the promise you made to me before I died. Did you think as soon as I died you will be free of your responsibility" thundered Naruto.

Hiruzen's heart broke at listening his surrogate grandson's cold word but he explained " Naruto kun as a jinchuriki Menma kun can't be tied to a particular clan . It would mess up the balance of power among clans".

"ENOUGH ! When I gave you the responsibility of my otouto I was thinking about him as a person , not a weapon or object you use to do the dick measuring competition among yourselves. And even when he is Jinchuriki he should be brought up by Hokage, why the hell he was not brought up in Sarutobi mansion then?"

Naruto asked.

"Sigh!! I wanted to but the elders and civilian council overruled my descison." Offered Hiruzen.

Naruto turned to look at Civilian council and elders.Homura and Koharu were afraid to death. The civilian council started murmuring about not knowing 'demon was son of yondaime'.

Naruto roared " First of all this Hokage position is the position of dictatorship . You may listen but are not obliged to listen to your council . You are nothing but an frightened old man who is hiding behind excuses. "

Hiruzen lowered his head ashamed.

Danzo started " Naruto kun , I offered to train him ..'

He was cutt off by Naruto " I expected as much from you and believe me you are lucky you didn't get to turn him in one of your emotional drones or I would have burned you and your illegal army to the grounds. "

Danzo weakly continued " when Hiruzen refused , I asked him to take Menma in and train him himself but Homura and Koharu denied it with civilian council ".

"Homura Koharu you better have good reasons or I will fry your whole nervous system right now " roared Naruto.

"We can't let the demon regain his powers to attack the leaf again ". Offered Homura weakly and Koharu nodded in agreement.

As soon as these words escaped elder's mouth Electricity sparkled in Naruto's eyes and there was loud roar of thunder.

Two pillars of lighting fell straight on Homura and Koharu frying there spine not even touching Danzo who was sitting just beside them .

Homura and Koharu screamed and fell onto ground twitching.

"ANBU!!" roared Naruto.

2 Anbu flickered in front of Naruto kneeling down.

"Take these trash to hospital . They will be paralysed for whatever is left of their excuse of life." Hissed Naruto.

Anbu flickered out with body of two elders. Everyone was shocked at the brutal punishment Naruto handed out to elders.

Naruto then turned to civilian council and said " All of you trash be happy that you are not a ninja and I don't expect you to understand the basic of fuinjutsu. But you have showed great disrespect towards the royal family of Whirpool and Your own Hokage's family. As your punishment all the seals you use from Uzumaki family will have their price doubled for next three years. Every tax and rent you pay for using Namikaze estates will also be doubled for three years. Meanwhile you all will understand basics of sealing and compell your fellow civilians to do the same. After three years you all will come before me and I will see if you acknowledge your mistakes I will lift the extra taxes and prices. "

The civilian council paled as they heard about raised taxes but relived when they heard they still have chance to win forgiveness of their hero.

Naruto turned to clan heads and said "You all may have not tried to sabotage my otouto but you all did nothing to help him. So even the business and clan dealings will remain same with your clans but all of you except your children of Menma's generation and younger are prohibited to contact or talk to remaining of Uzumaki and Namikaze family outside of profession for next three years. If you all find a way to make up to with my otouto till then I will forgive everyone of you and we will have same relationship as we had before kyubi attack. "

The clan heads were sad that Naruto was angry at them and they couldn't even apologise till three years but accepted as they deserved it.

Hiruzen was surprised at the obedience and acceptance Naruto's presence commanded.

Naruto then turned to Jiraiya " What about you Jiraiya sensei , Why didn't you take care of him ?"

Jiraiya sadly replied " I couldn't take him with me as it wouldn't be safe for him and I didn't returned to Konoha for 12 years . I asked Sensei to send me reports of his development. But in the reports it was always about he is growing up well. When I returned 1 month ago I myself was shocked at the conditions he was living in and that he had been sabotaged . I made a descison of taking him to training trip after end of chunnin exam and make up to him."

Naruto sighed and smiled "I understand Sensei " .

Naruto turned to Hokage and asked "Why Menma was not told about his parents and given his inheritance ?"

"It was to keep him safe from yours' and Minato's enemies." explained a solemn Hiruzen.

"Ahh I would ask how one whole ninja village couldn't protect one child from other nations but seeing my otouto was hated by his own village , I would say a wise descison Hiruzen. But you have protected him enough , Now let me protect my otouto and you make preparation of announcing his inheritance to public. Now my questions are done , let's move to the status of Konoha after invasion." Said Naruto in straight tone.

"Yakushi-san please tell me number of casualties in the invasion". Inquiried Hokage.

"Thanks to Namikaze sama and Katsuyu Sama no of casualties decreased highly.

We lost 5 jounin and 15 chunin . No genin were lost in invasion. There were 5 anbu casualties. Injured are healing at great rate as Namikaze sama's clones are instructing the med nins and civilian doctors. "

"It's sad for konoha to loose 25 warriors but overall its good we didn't took much damage" sighed Hiruzen.

"Civilian council head ,report the damage on infrastructure." Commanded Hiruzen.

"Other than north wall and chunin exam tower nothing is destroyed." Reported a civilian representative.

Naruto blushed after remembering the destruction of chunnin exam tower and Hiruzen snickered seeing his reaction .

"So the genins won't have to do too much don't ranks" mused Hiruzen.

"Well err... They have to anyways . Enemy corpses are still not cleared." replied a shinobi representative.

"OK , I will handle out D ranks to gennin teams." Said Hiruzen.

" Let's move on to promotions " prompted Hiashi .

"Shikaku reports please " asked Hiruzen.

Shikaku started " we had 5 finalists from Konoha. Hyuga Neji , Uzumaki Menma, Nara Shikamaru, Aburame Shino and Uchiha Sasuke. "

Shikaku stood up " Uzumaki kun was said to be dead last lacking in skills and having anger issues.Before finals he didn't show any qualities to be promoted to chunin. "

Naruto frowned at this .

When Gaara of the Sand transformed completely , Uzumaki kun used his clan's sacred Chakra chains to defeat the tailed beast."

He then turned to Naruto and said " Naruto kun , Menma kun had broken two of your records in past month. He learned Rasengan in 10 days when you took 14. He also became the youngest shinobi alive to defeat a tailed beast at age of 12 and a half where as you defeated the kyubi at 15 and a half . You must be proud of him".

Naruto smiled and noded while thinking 'are you watching ; tou chan , kaa chan. Menma chan is growing up. You would be too proud of him like I am won't you ? '

Shikaku continued " Having leadership qualities and prowess that exceed high chunin and match even some of jounin , I propose Uzumaki Menma to be promoted to Elite forces of Konohagakure as a Chunnin."

Usually civilians would have objected but seeing as he was their yondaime's son and their hero's brother they supported the descison. All clan heads also agreed.

" very well .... Uzumaki Menma will be promoted to Elite Chunnin. " Aprooved Hiruzen .

"M-Menma-kun i-it w-was not a dream. He is really your brother and you met him an hour ago " softly said Hinata.

"EHHHH HINATA CHAN , What are you doing here ? "

"Well Menma-kun , I came here to give you flowers" she pointed her fingers to the med table and continued " then I met your brother. You woke up and talked to him after that he hugged you and you cried to sleep".

Menma tensed " ahh you saw that ...do yo hate me too for carrying kyubi "

"N-no Menma kun I have known since I was 8. I can never hate you for being so brave. I actually admire you because you don't back off even when everyone tries to belittle you and you bounce back even stronger" admitted Hinata blushing.

Menma was no different , he was bright red after hearing kind words from Hinata and hugged her tightly and started muttering 'thank you hinata chan you are awesome ' again and again.

Hinata tried not to faint by muttering 'don't faint don't faint don't faint .'

At that moment Uchiha Sasuke entered the room and saw Menma hugging Hinata and smirked.

"If you love birds are done, we have to assemble at Hokage tower in 10 minutes.

Hinata blushed and Menma started sputtering nonsense . Sasuke smirked and said " Now hurry up god brother".

Menma tilted his head and asked "Godbrother ?"

Sasuke huffed and looked away " Well your Nichan said we both are supposed to be god brothers. "

Menma jumped and hugged Sasuke and Sasuke started trying to separate himself from Menma. Hinata giggled at the scene.

Sasuke said " put proper clothes Idiot and let's go to the tower before we are late. "

Menma whined "But where are my clothes. I can't find them".

Hinata interrupted his whining and said " Naruto Nichan left some clothes for you" and handed him a navy blue full t- shirt with red uzumaki spiral on both of its arm and navy blue anbu pants.

Menma put on the clothes and grumbled something about lack of orange.

Hinata blushed at how handsome Menma looked in those clothes.

Sasuke announced " let's go now or we will be late".

Every civilian and ninja assembled at the foot of hokage tower.

On the roof of the tower Namikaze Naruto, Hiruzen Saratobi, Jiraiya of the Sannin and all clan heads could be seen.

Suddenly an Anbu appeared where Konoha 12 was assembled and said "Uzumaki Menma , Uchiha Sasuke , Nara Shikamaru and Aburame Shino please come with me".

They all stepped forward and anbu flickered them to back side of home tower's roof so that no one can see them.

"what is this all about ? " questioned Menma.

"Let's wait and find out ." replied Sasuke.

Naruto flickered in front of Menma and hugged him " Hey otouto , how are you feeling ?" He then ruffled Sasuke's hair.

Both Menma and Sasuke blushed while Shikamaru snickered . Shino also looked amused not that you can tell.

"Menma there is something I need to ask you. will you come with me ?"

Menma nodded as they both disappeared in flash of lightning.

"He is so going to teach me that " grumbled Sasuke.

Menma and Naruto reappeared in Hokage's office which was empty. Naruto brought up privacy seals and turned to Menma .

"Menma do you want your jinchuriki status to be revealed ? Its all your descison."

Menma thought for a few seconds and replied " Nichan if anyone have asked this before today , I would have refused in fear that my peers would hate me , but Hinata knew since she was 8 and didn't hate me. So yes let's reveal it . At least the younger generation won't get wrong ideas about me . "

"Shikamaru Nara, for your win against Sabaku no Temari and your strategies in deflecting the invasion , I promote you to the rank of chunnin." He gave Shikamaru green chunnin vest who wore it and bowed to Hokage.

The crowd started clapping.

"Aburame Shino , even when you didn't got the chance to show your skills in front of everyone , you incapacitated Sabakuno Kankuro and destroyed his puppets. You also helped Uchiha Sasuke and Shikamaru Nara in defeating 10 sound Jounins. For those skills you are promoted to chunnin."

Shino took the vest and bowed to hokage. The crowd applauded.

"Uchiha Sasuke , for the prowess you showed by peircieng Sabakuno Gaara's sand defence and playing main role in defeat of those 10 sound jounins you are promoted to Chunnin."

Sasuke put on the vest and bow to Hokage.

The crowd roared with applaud at seeing their favourite Uchiha promoted.

"Lastly , Uzumaki Menma , for defeating Hyuga Neji in shortest amount of time you were considered for promotion. When you controlled the power of S ranked jutsu , you showed that you think about well being of your comrades. Then you indirectly led Shikamaru , Shino and Sasuke into defeat of sand siblings . And you single handedly defeated one tailed beast 'Ichibi no shukaku'. You show the leadership abilities of chunnin and you prowess escapes high chunnin and matches some of jounin . I hereby promote you to the ranks of Elite shinobis as a Chunnin." Hiruzen smiled and hand out slightly darker green vest and a certificate.

Menma wore the vest and took the certificate. He then bowed to Hokage and went to Naruto who smiled and ruffled his hair.

Naruto and Menma went to Ichiraku's for celebration.

When Naruto saw Ayame he couldn't help but tease " Oh my !! Little Ayame chan is so grown up now ".

Ayame blushed and pouted. " I don't know that should I call you ni-chan or not . I mean I used to call you that when you were older than me . Now I am the older one. "

"Eh he Ayame chan , you can call me whatever you want " replied Naruto.

Teuchi laughed at that and Menma looked confused. He asked " Nichan what does she mean by she used to be younger than you and now she is older than you. "

Naruto explained " I was actually 15 years older than you Menma~chan. But when I came back to life I remained 15 and you grew up to be 12. So now I am only 3 years older than you.Like wise when Ayame chan was 6 and I was 15 she used to call me Nichan but now she is 18 and I am still 15 so she is even older than me in age. "

Menma gasped " You mean you are as old as Kakashi and Asuma sensei . "

"Not exactly, I should be that old but since I died at 15 I didn't age , so when I was brought to life they all are older than me."explained Naruto.

"whatever Nichan, Old man give me 6 miso with naruto toppings " ordered Menma.

"Same" said Naruto.

When both were at their last bowl, Jiraiya entered shouting " Why fear when Lord Jiraiya is here. "

Naruto and Menma deadpanned " Ero Sannin. "

"Brats , no respect for elders " grumbled Jiraiya .

"Why are you here Jiraiya sensei ?" Naruto asked .

"Well I was here for asking Menma kun for a trip . Since you are here you should also come ." replied Jiraiya.

"What is the trip for Ero sannin ?" questioned Menma.

"You see since leaf was invaded , even though we had very few damage and losses than expected , we can't seem to be weak in front of other elemental nations. So sensei ordered me to bring Tsunade back to the village." replied Jiraiya.

"Why do we need her to come ero sannin , I mean we already have so many strong shinobi then why would we need her ?" Asked Menma.

"Well Menma kun , when invasion or war happens the hokage needs to be checked and Sarutobi sensei had 2wars, uchiha massacre and now Sand Sound invasion. So the Daimyo asked Sensei to reinstate a new Hokage. Well the best choice for Hokage was your brother and he declined.." jiraiya was explaining as he was cutoff by Menma.

"WHAT DECLINES !!!!" he turned to Naruto and said " Why would you decline being Hokage. Its such a prestigious Job where you can protect everyone precious to you. "

Naruto smiled and ruffled Lemma's hair And explained " I declined because I want to spend all of my time with my otouto. I have to train you in all clan arts. And fuinjutsu if you would want to learn although I already know you are going to take fuinjutsu as fish to water.

And I don't want anything to come between our family time. And about protecting precious people , you are the one most precious to me otouto and I will be protecting you. And I didn't declined the Job. I asked for some time for myself before serving the village. They gave me 3 years . After that I will be reinstated as leaf Shinobi and will take the hat. "

Menma was overwhelmed when he heard his brother want to spend time with him. He hugged his brother and beamed at him but again pouted " But nichan I wanted to become Hokage. Why don't they choose me after 3 years"

Naruto laughed at this and explained "You have to at least serve leaf for 5 years before being nominated for Hokage and you have only served for 6 months. That's why you couldn't be nominated as Hokage. And you have to go a long way to be a S class Ninja. But don't worry in next three years I will be training you to at least be S ranked if not as strong as me."

Menma grinned and waved his fist into air.

Jiraiya asked " I heard you removes Anko's cursed seal . " Naruto nodded.

"Can you remove Sasuke's too nichan" asked Menma .

Naruto sighed and replied " I can remove it but the thing is cursed seal have nature energy stored in them . It takes at least 2 years to dissipate. If I remove Sasuke's cursed seal now the nature energy will be release in his body and he will turn into stone. So I put "Muryo ishi no ruin ( seal of free will )" so Orochimaru wouldn't be able to manipulate him or cause him pain.

After two years I will remove it from Sasuke's neck. "

Menma and Jiraiya nodded in understanding.

Naruto paid the bill and announced "LETS GO AND BRING BACK TSUNADE BAACHAN AND SHIZUNE CHAN".
