The creation of the spy rider failed. While we were able to annihilate their emotions and fill them with only the need to carry out their mission, infiltration and penetration of the Vale was impossible. Not only was it impossible, but both the spy rider and their dragons are missing, and their current status remains unknown.
I fear that if we persist, we only give the witches more armour against us. I suggest we stop the spy rider operation.

We must not stop! The spy rider operation must continue. Whether it takes us five years, or ten years, or decades, or even centuries to break through, we must never relent. The spy-rider operation is the only way Dragonia can ever dream of conquering the Vale. It is, after all, the same means the Vale are using to try and conquer us.
