But there were too many cracks and the government had long given up on the thought of sealing these cracks. After all, no one knew what they needed to close that crack.
So far, no one dared to enter the crack and they had to estimate the depths of the crack. How much materials would be needed to cover up those big cracks?

So it would be more cost effective for them to think about how to deal with these magic beasts that came out rather than dealing with the cracks. Even if some people wanted to close those cracks, it was not something they could possibly do in a short term.
