Using the Falcon-Gift: Broad Brook's falcon spirits grant you the power to communicate with and command birds and beasts. Employing this Gift requires Rage and relies on your Composure.
Earning the Falcon-Gift: Though called a "falcon," like the Silver Fangs' Patron Spirit, this falcon is actually closer to the Hart Warden tribe. The only way this new spirit would agree to teach you is if you swore to serve Stag, though you suspect that even if you became a Warden, your commitment to the Litany is insufficient for this spirit, despite the Honor you've earned.
After an initial outlay to rebuild the physical statue, you'll need to spend four nights in Honorable chiminage to earn the Gift. However, in exchange for this work, the spirit promises to tell the blackbirds and starlings about your Honorable deeds, in addition to granting you his Gift.
