(A day after Tsuru left the marines)
(Sengoku POV)
It had been a stressful night for Sengoku. After Tsuru and her subordinates departed from Marine HQ, he had filled out all of the papers on their resignation and departure.
Losing someone like Tsuru was a huge blow to the marines power, but she also took many skilled soldiers with her. Like usual, Garp was eating some form of crackers next to him, not a care in the world as to what was happening around him.
"Must you always eat in my office?!!" Sengoku asked Garp angrily. Garp only nodded his head as he continued to eat, not bothering to say a word and lose eating time. Sengoku sighed as he fed an old report to his goat that he kept in his office to act as a disposal for useless paper.
"Why don't you go train your crew?!" Sengoku asked angry as he listened to Garp continue to munch loudly. "They're fine." Garp answered back lazily. "*Sigh* I really wish you would take your job more seriously." Sengoku said as he continued to fill out reports.
Last night he had went to the five elders and told them how the fleet they sent out was obliterated and that he pulled everyone out of East Blue. The elders were angry until he told them about Jack's warning about coming to Marie Jois personally.
The elders told him not to let the world know about the big loss, as it would encourage criminals throughout the world. Sengoku was sure that they were more worried about their reputation then they were about the criminals, but when he told them how it was recorded and may be released sometime, that made them think.
They told him to await further instructions and for him to not report anything. 'I hate these old fuckers!! I should have left when he asked the first time!!' Sengoku thought angrily as he remembered the talk with the five elders.
*KNOCK!!* *KNOCK!!* *KNOCK!!* "FLEET COMMANDER!! IT'S AN EMERGENCY!!" Came the voice of someone outside his office.
Sengoku and Garp both looked to each other as they got to their feet and ran to the door. They both came to the conclusion that Prime was here on the move. When he opened the door he was greeted by the young boy that delivered his daily paper.
"What's wrong?!! Whose attacking?!!" Sengoku asked the kid hurriedly. "Ummm.... N-no o-one's at-tacking sir, at least n-not y-yet." The boy stuttered out. He had never seen the Fleet Commander so worked up, and thinking back to how he came in, it was only understandable.
"Then what's the big emergency?!!" Sengoku asked angrily. To his question the boy only held up a stack of papers, which he took with a frown on his face. After looking at the first paper Sengoku's face went pale. 'So this is what he meant when he said the tables would turn!!' He thought in a grim tone.
With these Wanted Posters all over the world, the marines will be on the run. Garp was looking over his shoulder at the posters, and when he saw what they were he snatched them from his hands and flipped through them quickly until he got to the one he was looking for.
Holding the poster up he looked at it carefully, but unlike what everyone was expecting he laughed like a lunatic. "HAHAHAHAHAHA!! Look at this Sengoku! I'm worth $2,500,000,000 berries!!" Garp shouted happily.
(A.N. I did this because even though Garp is Vice Admiral, he is one of the strongest people in the world)
"This has got to be the biggest first bounty anyone has ever gotten in history!!" Garp said as he looked over the poster once more, admiring his picture. It was him in his blue muscle shirt as he was destroying a fleet of pirates with his meteor shower of cannon balls.
"Rain of Death Garp!! It's got a pretty good ring to it don't you think?!!" Garp asked as he read over his new title. "SHUT THE HELL UP GARP!! This is no laughing matter!!" A red faced Sengoku shouted angrily.
In response to Sengoku's anger, Garp flipped through the papers until he found Sengoku's poster and started laughing once more. "HAHAHAHA!! Y-You're only worth $2,000,000,000 berries!! I'm worth 500 million berries more than you!!" Garp laughed out as he was rolling on the floor holding his stomach. Sengoku grabbed his Wanted Poster from Garp and looked it over.

Warning: Beware the spectacled Buda. Even though he has spent years as a pencil pusher, he is extremely dangerous and makes a lot of threats. Spends most of his time in Marine HQ behind a desk.
The picture was of him in his golden Buda form standing before his soldiers. "That bastard is mocking me!!" Sengoku shouted angrily as he threw the Poster to the ground and started stomping on it. Seeing Garp holding his own Wanted Poster so happily, Sengoku took it and looked at what it said.

Warning: The Rain of Death is not to be taken lightly. A very easy going man, but when angered there is no haven. Can be tricked with food or bedtime music, and mostly travels wherever he wants.
To make matters worse, Garp's picture looked far more heroic than his did. Sengoku threw Garp's poster to the ground and started stepping on it as well, causing Garp to panic and grab for it.
"Are you crazy?!! This is mine!!" Garp said as he straightened the poster back to it's former glory then dusted the foot prints off of it. "This is bad Garp!!" Sengoku said, trying to talk some sense into the man.
"Bad? I'm gonna have it framed! I can't wait to show Luffy this!! He's gonna be so proud of me!" Garp said as he took his poster and walked out of the room. 'He's an idiot!!' Sengoku thought as he pulled out his transponder Snail and called the remaining Vice Admirals and the Admirals to a meeting. He would tell Garp about it later, but for now the man seemed too happy about the situation.
An hour or so later and there was a group of people surrounding a big table in HQ. "What's the big emergency Sengoku?" Kizaru, a tall dark skinned man in a yellow uniform asked lazily.
To his question, Sengoku threw a stack of Wanted Posters across the table for everyone to see. "As of today, the marines have bounties on their heads!!" Sengoku's words brought everyone up right and their focus on the papers.
As all the Vice Admirals looked over their own posters, a tall man in a red suit was burning with rage, literally. "What the fuck is this?!!" Akainu shouted angrily as he slammed his Wanted poster on the table.

The Crimson Puppy (Akainu/Sakazuki)

Warning: The Governments little bitch of a dog is not to be taken likely. He is quick to anger and is all brawn and no brain, so using big words will just anger or confuse him. He wields the Magma Magma Fruit, but only knows two attacks. Extremely dangerous, kill on sight.
When everyone read Akainu's wanted poster, it was plain to see that many were trying to hold in their laughter. "Well... You got a pretty nice bounty." Aokiji, a tall thin, but muscular man with black curly hair said with a smile on his face.
"Do you think this is funny?!!" Akainu shouted as smoke billowed off of his body as he started turning into magma. "No no, don't worry about it. I'm sure no one is going to pay attention to-"
Aokiji was cut-off as the door burst open and Garp walked in holding his sides as tears rolled down his face. "Sengoku!! You have got to see this!!" Garp said joyously as he handed Sengoku a copy of Akainu's wanted poster.
"This is spot on!!" Garp said as he started laughing once more. Akainu stomped over to Garp and with clenched teeth and asked, "You think this poster is spot on?!!"
There was a pause before Garp answered, "Affirmative." "Are you trying to mock me?!!" Akainu roared loudly as his breathing quickened. "Very good Pup. I didn't think you'd be able to get that!!" Garp said as he went back to laughing his ass off.
Before Akainu could do anything he would regret, Kizaru spoke up, "Don't take it to heart Sakazuki. Mine isn't that great either." After saying that he tossed his own Wanted poster forward for everyone to see.

The Walking Night-light (Kizaru/Borsalino)

Warning: The lazy bastard is extremely dangerous. He never takes things seriously, as you are most likely not a threat to him unless you are at Emperor strength or more. He wields the Glint Glint Fruit and really likes to hit people at the speed of light. Kill on sight or hide. You can't run away from the Lightbulb.
After reading it, Garp started laughing once more before saying, "At least your not a little bitch!!" This caused Akainu to freak out once more, but before he could react, Aokiji threw his Wanted Poster over.

Warning: The walking refrigerator is deadly to all, warm food especially. Sea battles are useless against him, and touching him is very bad. He wields the Ice Ice Fruit and uses it to cross the ocean on his pedal bike. Kill on sight or chill out and have a drink with the man.
Garp was nodding his head as he read over the warning about Aokiji. "I think this fits you pretty good. I'd say Prime did his research when he wrote this." Garp said with a big smile on his face.
"You know who gave us the bounties?!" Aokiji asked with a little shock in his voice. "Yeah... The guy's a fucking monster. I got no idea how I'd fare against him, so if I were you I'd take extreme caution in trying to find him." Garp said in a surprisingly serious voice.
"Who is he?" One of the Vice Admirals asked curiously. Sengoku took that time to take a seat as he let out a long drawn out sigh, then said, "He is the new ruler of East Blue. The 10 Vice Admirals and all the other marines we sent there are all dead except Gion."
There were gasps from everyone present, other than Garp who already knew. "Seriously?!!" A shocked Aokiji asked loudly. "All our forces are being pulled out of East Blue, and no one is to go there until given permission. Prime has a vendetta against us or the government, but either way if he see's a marines he will kill them on sight. And as you can plainly tell by the Wanted Posters, he is rich and very well informed." Sengoku said as he pointed to the posters laid out before them.
Akainu couldn't take it anymore as he shouted, "Let's go to East Blue and deal with this Prime!! He wouldn't be able to take us all on, no matter how many people he has following him!"
There were nods of agreement from a few of the Vice Admirals, but they were all stopped as Garp said, "He killed them all single-handedly. He doesn't need anyone to deal with us. And as for whoever is following him, we have no idea how many or how strong, where as he knows all of us and our strength, but still acted. What does that tell you?"
There was only silence as Garp looked in the eyes of every man present. "He is overconfident!" Akainu stated like it was the most obvious thing in the world.
"*Sigh* He was right about you being dumb as a board. What it means is that he believes he has the strength to take us on, and given the last few days have resulted in massive losses on our side, not a scratch on his side, I'd say he has us by the fucking throats or in your case the collar." Garp said the last part as he gestured towards Akainu.
Akainu started to turn into magma once more, but the glare from Garp stopped him from acting any further. "I'm getting real tired of your anger issues. The next time you act out like that against me or another marine soldier without proper cause, I'm gonna rip your god damned head off!!"
The anger and hatred in Garp's voice made it clear to everyone present that this was no threat, but a promise. Akainu backed off to his chair, but Garp still had his eyes on him.
"Calm down Garp!" Sengoku scolded as he placed a hand on Garp's shoulder. "*Hmph* I'll talk to ya later." Garp said as he turned and left the room, no one daring to stop him. 'I wish Tsuru were here!' Thought Sengoku in a depressed tone.
"So what do you want us to do?" One of the Vice Admirals asked after Garp left the room.
"With these Wanted posters of our higher ranking soldiers, we need to be on guard. There will be many people out there who will want to try there hand at fighting us now, and pirates will become more bold. Recruiting more soldiers is in order, and we need to get better weaponry." Sengoku said seriously.
There were nods of approval from everyone at these suggestions. "I already talked to the five elders and we have set a bounty for Prime at $2,000,000,000 berries, we are just waiting on a photo or sketch of him where he isn't wearing his mask, otherwise any idiot could get the mask and put it on a corpse claiming to have killed him." Sengoku said as he held up the approval papers from the World Government.
"Looks like you two got the highest bounties of us." Kizaru said with a smile on his face. "Actually... Garp has the highest bounty. His is $2,500,000,000 berries." Sengoku spat out reluctantly.
Aokiji let out a soft whistle before saying, "Is this how pirates feel when we give them bounties? Cause now I feel like it would be cooler if mine was higher." "I guess it means we got some catching up to do." Kizaru said in a playful manner.
"Take this seriously!!" Akainu roared at both of them. Sengoku just placed his head into his hands as he started to rub his temples. 'I'm surrounded by idiots!' He thought as the three Admirals continued to argue with each other.
Over the next few days word spread throughout the entire world about the marines getting there own bounties, and the Newspaper even did a few pages about how it was confirmed when you kill someone with the new bounties then the reward appears where the body was.
Apparently some pirates had managed to take a few of the lower ranking bounty qualifiers and tested it out. It having worked, word spread once more to the world. In the marines it had gotten so bad that some people were leaving the marines, and some who stayed rejected the promotions to a higher rank in fear of also getting a bounty.
Back in Sengoku's office Garp was sitting in his usual spot eating his crackers as Sengoku was yelling at him. "Just because I'm worth more than you, doesn't mean you need to take your frustrations out on me." Garp said with a hint of laughter in his voice.
"For the love of God Garp!! Shut up about your fucking bounty!!" Sengoku said in frustration. For the past few days Garp had used his higher bounty to either start arguments or use it as a way to counter some of his duties, saying things like, "Someone of my value shouldn't need to this." It was plain to see that he was only joking, but he used it so often that it annoyed the hell out of Sengoku.
"Any word from Tsuru?" Garp dropped his joking attitude and got serious as he asked. "*Sigh* Not yet. If she sails constantly then she should be making it to East Blue in a a few days. I called her last night and asked her to give me a call when she gets there, but knowing Prime, he will most likely keep watch on her." Sengku said tiredly.
They were both worried about their friend, and they were taking out their frustrations on each other. The government had sent out recruitments to all of the countries affiliated with it, but it was definitely slower.
With the bounties being released to the world, people were more scared to join than ever before, as such hardly anyone joined which might also be why they were so depressed.
Garp broke the silence as he said, "From what I've heard, Prime is a man of his word. So long as no one fucks this up then her and Gion should make it back just fine."
There was a pause before Sengoku asked, "You asked your son didn't you?" It was more of a statement than a question, but Sengoku still asked it.
"*Sigh* Yeah. Apparently they are pretty good friends, and from what Dragon says, the man has never lied to him once. He won't tell me anything about him other than the fact that he knows a lot, is super strong, and scares the crap out of him." Garp answered, not bothering to hide anything from his oldest friend.
"Do you think he will come here?" Sengoku asked, hoping to get Garp's thoughts on the subject. "I believe he will move to the Grand Line eventually, and he will make his way to Marie Jois. He may or may not deal with us first, but if we stand in his way we're all dead." Garp said, not even trying to sugarcoat it.
"Do you think we made the right choice? You know, staying with the marines instead of joining him?" Sengoku asked curiously.
The thought had been playing across his mind since they both watched Prime kill everyone aboard the ships, but he could never decide if he was right or wrong. "You too eh? I've been thinking about it a lot lately, but I'm not too sure myself. Only time will tell I guess." Garp answered very unhelpfully.
"Here." Sengoku said as he pulled out two glasses and a bottle of Rum, giving one of the glasses to Garp. "Good call." Garp said happily as he took the proffered glass.
"To forgetting the last few weeks!!" Sengoku said as he raised his glass into the air. "To having the highest first bounty in history!!" Garp said, also raising his glass high into the air.
Sengoku didn't even care anymore as he began to down his drink, then poured him another glass when that one was all gone. They spent the rest of the day and most of the night drinking bottle after bottle, raising their glasses to lost friends or comrades, to fights or women, and in many cases for Garp it was his bounty.
At one point throughout the night Sengoku actually declared that he would get a higher bounty than Garp someday, but he would never remember those words after how drunk they got.
That's pretty much about it for now on the marines. I know some of you have asked about Cipher pol, but there is a reason for not puting them out yet. Anyway enjoy
