Other Village

Meanwhile, while Team E is practicing for the Chunin exam. In Kumo, the Raikage has opted to personally instruct the six genin who will be taking the Chunin exam, thanks to his secretary's that made him have more free time.

The process of selecting who was going to participate in the Chunin exam was also different from Iwa; in Iwagakure, the Tsuchikage chose the best team of genin in the village, while the Raikage chose the six best genin in the village; both methods had advantages and disadvantages.

The advantage of the Tsuchikage's methods was that the team already knew each other, which made communication and trust much easier in the team. The disadvantage is that not all members of the team are at the same level of strength, some are stronger, some are swifter, and some are weaker, which is why the Tsuchikage chose the best genin team in the village in the hope of decreasing this disadvantage. He also gave each member of team E a scroll of their choosing to make them even stronger and tasked their Sensei with only training them.

The Raikage's method of selection was straightforward; he simply chose the strongest genin to compete in the Chunin exam.

The Raikage method's only benefit was that each genin chosen will be stronger than a standard genin.

The drawback of this strategy was that they had to form a new team, and as a result, the genin were unfamiliar with each other, which would undoubtedly hinder communication and trust, which is why the Raikage opted to train the six genin himself in the goal of making them even stronger

The Raikage has also ordered that from now on, the six genin will perform missions with their Chunin exam new squad in the hopes of getting them acquainted to each other.

The Chunin exam is the ideal opportunity for the Raikage to demonstrate the strength of Kumogakure. But in order to do so, he must first personally train the six genin. Even though he does not have much time to train them, the Raikage believes that a few weeks training them will still make them stronger, and by making them stronger, he indirectly makes the village stronger, and a strong village is what matters during these times.

In Konoha

Inside Konoha in the Hokage Mansion

Hiruzen Sarutobi, the third Hokage of Konoha, is seated on a chair inside his office. A few months have passed since he proposed that each Hidden Village participate in the Chunin exam.

After some time it was also determined that the Chunin exam would be held in the Land of Fire, which is why Hiruzen appointed three jonin to the position of administration. Their mission was to prepare everything required for the Chunin exam, and he also enabled them to take Jonin and Chunin if necessary.

The three Jonin who were chosen to be the Chunin exam administration team immediately decided to think about what test should be done during the Chunin exam, which is when a brilliant idea was proposed, which was to send a letter to all Kage asking if they wanted to propose a test that could be done during the Chunin exam.

Because they had a few months until the Chunin exam began, they could take their time in preparing for it. They also didn't have any money problems because the Hokage told them that they would have a very lovely sum in their disposal.

Meanwhile, while the administration team was busy preparing the exam, the Hokage was considering which genin should take the Chunin exam. It was a critical decision for the Hokage because the genin would represent Honoha strength during the exam, and if the genin did poorly, it would harm Konoha's image. Even though the Hokage desired peace, he couldn't show any other nation signs of weakness, which is why he decided to choose the genin by himself , after that the young ninja would be training hard for the next few weeks , so that they can ready to face anything during the exam.

Meanwhile Suna

Suna was the village that suffered the most during the Second Great Ninja War, primarily due to the inconvenient environment. After the war ended, the situation improved slightly, but there was still a shortage of food, even though it was not as deadly as during the war.

The Kazekage only agreed to his village's participation in the Chunin exam because the other village had accepted; he didn't care about the exam because he had more important matters to attend to as he was very busy, which is why he assigned one of his advisors to do all the necessary preparation for the exam.

The Kazekage's priority was to rebuild his village; the first step was to strengthen their army after losing many powerful ninja during the war; the second step was to end the food shortage, which is why the Kazekage had asked the Hokage if Suna could buy food from Konoha; the Hokage responded in a letter saying that it could be done, and that the negotiation would be done by their advisors.Apart from this plan, the Kazekage had a few other goals in mind, such as having a reliable source of water, altering the landscape into a more familiar one, and having powerful jinchuriki.

Even though the last objective didn't really depend on him, the village still needed a Jinchuriki as it was its greatest strength, but he still had many years before a war could break out, which is why having a strong Jinchuriki wasn't his goal for now, stabilizing the village was far more important.

The Kazekage was aware that he was not the strongest of the Kage, but he think that in a 1v1 battle in the desert, he could force any Kage to withdraw or even win; for the time being, his power will be sufficient to safeguard the Village.
