After taking over all of Orochimaru's property, Kai returned to the Land of Rain and handed the second Sky Ring to Pain, and revealed that Orochimaru had escaped.
Just after returning home, Kai saw Hikari and others whom he hadn't seen for a long time.
Hikari showed that she was very dependent on Kai.

She sat on the stone wall and stroked the hole on it.

He had to let her taste some sweetness first, and then act.
