Now that the surveillance cameras were down, Ess thought there was a good chance that he could kill Vishu without any problems, but he didn't allow his relief to overwhelm his judgement.
If Half couldn't see the situation on the third floor at all, that just meant he was going to keep the Restriction against violence on indefinitely while applying other means to get rid of Ess and Twist.
The goal, as he imagined, for Half Side was to stall, which was why Vishu was sent here. Half couldn't have Ess and Twist using the breaker to turn off the emergency lockdown. If the two brothers managed to do so, then they wouldn't need to lose limbs by having to physically destroy the barriers restricting them from reaching the upper floors, where the rest of Half Side was.
