Two days passed since the event, and even with all the security, the news about the Leader of Kusagakure getting changed reached the ears of major villages, but they all ignored it as a trivial matter.
For small villages like this, no one pays attention to them until it is wartime, as at that time, they are indispensable forces as they control the gateway of troops between Major Villages.
Inside the office, Ryouma looked at the thick stack of papers and then looked at Sakura, who had a fulfilled smile on her face.
Looking at hundreds of papers, Ryouma's head ached, and he said, "Separate them into different categories, such as Food, Finance, Infrastructure, Education, etc., and give me about Food, and Finance."
Sakura nodded and moments later, she gave a few papers related to Food while she separated the others.
Taking the papers, Ryouma started to read them and when he was done, he had a thoughtful expression on his face.
'Since the country has lots of forests and rivers, we can use the land for farming, but we don't have enough Ninja to defend the Plantations from outside so the village didn't think of this matter.'
'But even if I start plantation and Farming, I don't have much information about it and it will take at least a few months for the results of efforts. So, farming is to be kept aside for now.'
Ryouma then read the reports related to finance and he said, "What kind of nonsense is this?"

"Here, it shows that you use the money on hiring Ninjas from other villages, and here you have written you are using the same amount of money to hire ninjas from our village for the same tasks."

"Go and spread the rumours that a Police Department will be opened in the village, but for this to open, the Ninjas will have to pay 15% of their earnings as Tax and the same is for villagers."
"In return, the police department will work for the security of the village and cases like before won't happen in the village, and if they happen, the Police Department will do their best to solve the matter."
"Tell them that I need to know their views on this matter and if the reviews are positive, we might work like this more in future where even normal person will have to right to vote for the welfare of the village," Ryouma said, and Sakura's expression changed as she heard this.
"Also, ask Ayame, Kin and Takashi to come and meet me."
Saying this, Ryouma put the papers aside and he knew that it was time to summon more people for the village.
After all, summons don't need to eat anything, and they require less than things than normal people.
Minutes later, Kin, Ayame and Takashi entered the office and Takashi asked, "Are you sure about this, Leader?"
"Yeah, you don't have to worry about these things. Just manipulate the opinions from behind and there will be no problems." Ryouma said and Takashi nodded at him.
"The reason I called you three is because I think we need more people,"
Their expression changed as they heard this, and Ayame said, "Which ones are you going to choose? Not many are left in the graveyard, and we can't just revive everyone."
"I am thinking of going to Hozuki Castle and then using Criminals in that place. After all, they are from different villages, and we will be able to get more techniques and information from them. If they cooperate, good, and if they won't, I don't mind having a few puppets for myself."
Ryouma said with a smile on their face and their eyes widened as they understood the meaning behind his words.
"Ninjas in Hozuki Castle are criminals that would remain there for life, so even if they disappear, no one will care about it," Takashi said and Ayame nodded at him.
"Then it's decided. Someone must have already left for the Hozuki Castle and when they reach the place, I will reverse summon everyone. Till then, Takashi, go outside and look for a Bandit Settlement, while Ayame, look for the remaining ones in the Graveyard."
They nodded and left the place with Kin remaining in the room. She looked at Ryouma, who was looking at her and she heard, "How have been the two days for you?"
"They were good."
"What about the training I asked about?"
"Ayame said I am still not ready for physical exercise, but I am practising the Chakra Control exercises you released for everyone," Kin said and Ryouma nodded at her.
"Come here," he said, and her expression changed, and she walked beside him. Holding her hand, he said, "I will be taking the chakra you have right now, and then you will start to recover it."
Saying this, he bit her hand, and a stunned expression appeared on her face as she didn't feel any pain from the bite. As for Ryouma, he 'sucked' chakra out of her and stored it in his seal. A minute later, he was done, and a tired look appeared on Kin's face and now she was out of chakra.
"Sit down and start meditating," She heard his voice and Kin sat down in the place and started the meditate while Ryouma smiled as he sensed the chakra in his seal.
