The space is quite peaceful.

And even though ZAFT and the Earth space Alliance can be considered enemies, they wouldn't necessarily fight right now because the Celestial Being is still a problem.

It's just that when the squads confronted each other to negotiate, the two captains, when met, even just through the communication channel.
