The towers collected the information and followed a set of instructions to summarize and compile the information.
This information was then used to enhance the experience of the creatures that visited the towers and if necessary the information could be used against them.
Many who did not take the tower seriously found themselves turned into janitors in the tower and were imprisoned there.
Not even death could free them. If they died, they would respawn as though monsters.
