The power level is messed up. Here Roger is stronger than Newgate whereas they should be equal. Garp is stronger than Newgate who is stronger than Shiki but it took Garp and Sengoku to succesfully beat Shiki who attacked Marineford. The previous Admiral are stronger than Sengoku and Zephyr meaning at least as strong as Garp, who teamed up with Roger to fight Rocks to draw. But it is BS Rocks killed an admiral while fleeing, if all the admiral were as strong as Garp the Marine would have destroyed Rocks long ago. So it is completely messed up
