Many things can be changed with circumstances. Naruto chose to prank, not because others do not punish him, but simply because he would rather get punished than ignored. Naruto was very weak, not because he didn't work hard. It was simply because nobody guided him. This can be seen with Sasuke as well. Everything Sasuke showed at the start of the series was things he learned five years ago.
