The training in the academy was fine, but the results were underwhelming. They should at least be able to defeat Kakashi without the Sharingan individually. Yes, Kakashi is a veteran, but he is a stagnated veteran. He barely improved from the 14 years old version of himself and highly depends on his Sharingan. Kakashi can't use the Chidori without it. Overall, the power scaling is BS. Here is how it should have been.
