Multi shadow jutsu is the forbidden technique, the one Naruto learned from the scroll was that one, shadow clone justu is an A-rank jutsu that most jounin knows(it was A or B ranked, just remember it wasn’t an s-Ranked jutsu). They are used interchangeably but there’s technically a distinction though it’s never actually stated much. Most jounin earns the right to lessen the regular technique that doesn’t risk the users life.

That and the fact that it required large amounts a chakra to perform without getting chakra exhaustion since it will always create multiple clones at once.
