If you really understood the premises of AoT, you would be aware that there is no absolute villain and hero in the story. People act according to their own interests and emotions, the actions which may sound evil for some other person, but are considered good actions by the first person's friends and family. It's all about where you are standing emotionally. AoT was the reflection of our world, which comes in all shades, not binary colors.

LIKEWell according to the rest of us... Yes. But according to all the Eldians who prospered because of his actions..No. He wanted to create a long lasting empire, and he bloody did that. All the civilizations that survived till now, had leaders that committed atrocities beyond imagination , which is the primary reason that the that they are survivors, others are not.
Okay. I corrected it again... I think the real villain in Attack on Titan was the farmer who impregnated Historia... whatever the reason, I will never forgive that person.
