The reality is that the bank is a partnership between the ministry and the goblin kingdom and goblins work there because they are good with money and respect the law and promises and have strict laws in their kingdom so they were put there. Do not think that their greed is that they will steal the money in the bank or freeze the money at their will. There are contracts that prevent you from doing that except by order of the ministry.
