I'd hafta say the Romans in this scenario as it's shown in history as well as the lore. Azog's army was little more than warriors who fight like barbarians which were ultimately the easiest foes to fall before the Legions, at least until decadence and infighting causes the legions to collapse in upon themselves. Couple that with the fact that the Legions would be a living breathing adaptable army compared to Azog who must to all the commanding pretty much by his lonesome as his "men" arent exactly capable of independent thoughts and strategy.
