MC won't have any devil fruit but he will have many power ups that will make him OP. Currently he is stronger than any average Kage Level Shinobi.

Yes, but there's barely anything romantic going on in the story. Most of it is centered around war and kingdom building so there is very little flirting with MC's various subordinates which earned the "Harem" tag.

It is pretty good. Generally an Admiral here is considered far stronger than a Kage. A Vice Admiral is around Kage Level. A Rear Admiral can not defeat a Kage Level shinobi and it is by no means easy for him to recruit a Rear Admiral or even a Commodore in the early stages.
