I actually think it's pretty simple. Marvel is FILLED with spies, brainwashing, and corruption. The author probably just wanted to go with something that fostered loyalty without appearing evil. Plus he basically "adopted" a bunch of kids. If it wasn't a "family", but instead an organization, most would probably view it as child labor. Instead, it can be explained away as helping the kids have more options for their future. Basically, I think it was done purely for PR, not necessarily the MC's in the novel, but to any readers of the work as well.

I mean even if its PR who is it for? Its a secret group that nobody coming to audit for child labor and more importanly if its to make everyone see themself as a family then why create different lineage into it like MC family line, Start family line, Logan family line etc... Its just look like he's trying to copy italian mafia without actually doing any research into it.

No, I meant that the author may be trying to avoid controversy in real life. Again, the widows are literally kids. Child labor is very much looked down upon. Sure, it's nothing more than semantics as they are still working for him, but semantics are basically the main way people do PR. Seems "nicer" if they are a "family" supporting each other instead of a man using a bunch of kids to do questionable things.
