writing quality is decent, nothing too crazy, stability of updates seems very impressive, story development could have some improvement, character design is horrible for me. i do not like how the "115" year old acts like a teenager trying to act old, breaks the immersion for me completely. world background is obviously 5 stars (it's tamriel come on)

personality is equal parts experience and brain structure, the reason it is hard for people to change bad habits is due to our brains creating shorter pathways between networks of neurons and encouragement through hormones due to repetition, it is the same for knowledge and the like in summery the more we use our brains in specific ways the more they are changed to accommodate these ways. if a person is removed from their brain and placed entirely into a new vessel there personality will start forming around this new structure and adapt like all humans due to new stimuli at least in theory. so though he may hold all of his old experiences and memory's it would take time for his brain to change and by the time that it has his personality would have also changed, an example is savant syndrome when a person experiences an extremely traumatic brain injury that their brains are rewired and become amazing in one field such as art, math ectara

Plus I think appearance has a lot to do with how you act. Like you act insecure if you don't look good, act more confident when in a nice suit. You feel average in a uniform and you feel lazy in a pyjama. similarly, I think being in the body of an old man and a teenager will affect how a person act

Good for you, but did the Author justify his character's behavior like this? I think not.

He doesn't need to, it's basic logic and common sense.
