He is saying the ottoman empire was the most lenient empire on religion in the world... before the 18th-19th centuries. There was religious tolerance, why do you think Bulgaria is a country... or Greece... or Serbia.. if the ottomans were religious fanatics these countries would not exist as they would not have an identity.
