So she is his past lover. Was reborn as Salem and got with Ozpin, though her memories were locked so she didn't remember her first life. When she submerged in the black pool she remembered and despaired even more due to the essential double loss.
Yes.. After her dip in the water, years later Ozpin had been resurrected and got back with Salem, who has her full memories.
Yeah but one has to realize how many years of solitude and loneliness she endured up until that point. There simply were no people around back then until after Ozma showed up. So it's either keep being alone and lamenting or maybe try to move on and find happiness.
