Actually muzan could be a Ultimate class if he actually goes all out no interruptions but that's a Big IF

I seriously doubt that he could be Ultimate class; because he has to surpass volume 10 Sairaorg first which is a impossible feat for him strength-wise. Even if we highball him he'll mostly be at low-to-mid High-class. And let's not mention that the Devils in DxD were originated by the Book of Lucifer, meaning that half of Muzan's abilities which are controlling other Demons would be useless considering he isn't the Progenitor. Also he surely doesn't have anything in his arsenal to resist some of the abilities in DxD e.g Sirzechs' Destruction, Ddraig's Flames, Albion's Poison. Okay the ones I'd just mentioned are really OP; so we'll go to a some lower ones, like I think Issei's Blaster Bishop is already capable of vaporizing him, because it destroyed the whole city and left a hole in the Alternate Universe

Muzan can barely destroy a small village if he goes all out and I think everyone in dxd can casually do that.

The beings in DxD have MAGIC to augment their power... KNY characters don't. Those worlds shouldn't be compared as they are on completely different playing fields. Though characters like the Tsugikuni Brothers can fit perfectly into the DxD World. They can be the Sun and Moon Deities' champions with enough time to grow.
