Smut isn’t needed for a harem story to work, but it does need well developed characters with likability. Thus far, the MC is tragically under prepared for any type of relationships, let alone building a harem. Plus, the few women in the MCs scope of influence are not very intriguing. Honestly, the only character remotely interesting is the secretary.

story is slow pace so I think you should decrease the number of words per chapter, shortening the chapter may help because it gets boring when I read too many chapters at one time (I don't know about other readers though , so it's just a personal pov ).
