The whole point of this novel is that the mc is OP but he doesn't know it and thinks that he is weak because he didn't cultivate/learn combat arts, while everybody else is afraid of or respectful to him because he can freely use the power of 'rules'. Nobody mentions him being OP while in his presence because they think he wants to experience the life of a mortal, thus develops the misunderstanding that the whole novel is based on.

He doesn't seem to have one, even a full powered strike of someone in heaven realm (a realm where people can create a world) against his back just feels like someone patted him, and due to his merit thing they get struck by tribulation lightning and get turned into food for him, a casual drawing he throws in the bin can alter world laws; at one point turning the sea into a giant cooking pot and forcing a Kunpeng into it to be boiled.
It's been mentioned that he is atleast at the level of Saint, though it's probably higher since the MC never went all out with his arts ever since the System left him.
Even the old strongest saint looks at him as a hidden master capable of impossible feats, the table, chairs, cutlery and everything else in his house are also of the same / higher quality than the ultimate refined sword of inheritance one of the previous saints, even one bite of a chocolate bar he made healed and fully recovered a saint lol. :/
