Blue only has the computing power of the Eternalblue, when it comes to knowledge, it only knows what it has learnt. Whenever Levi logs out Blue isn't technically still inside the game, at that time lets just say it's at the backside of Aetheria where everything is just code, everything it learns is in raw data form and most of it is information open to the public only that no one has discovered it yet, it can't make any major move that will alert the Eternalblue. Then as for his inspect skill, I think that will be fully explained in the later chapters.... thank you for reading.

I do agree Levi isn't the brightest of the bunch, but don't you think with the way luck is programmed in games it would take a lot of investment before it actually becomes 'good luck'. but yeah I guess it also wouldn't be a bad idea to have god level luck.
