eh I don't think so at least not the lowest level the inquisitor was able to forge it first thing in inquisition by following the blueprints. but as you see later the the chapter he improves it after gaining the knowledge

Telos was a choice. he had to go their anyway, and he might be able to use Atris' old base, but there was no telling what condition it was in. He considered Dantooine and Yavin. Dantooine was too frequented by the galaxy, and Yavin was a strong possibility, but he did not want to risk waking up Exar Kun if he could help it. Gavin was also not sure what timeline he was in. He had the thought to contact Theawn while he was still a part of the Chiss and inquire if they knew of any threats from beyond the galaxy. I agree, I'm trying to stow things down, despite how hectic the first few chapters seem. also the penalty and challenge system is done I may do a conjunction of spheres again but for the most part the enemies that will appear are either already in the world or are capable of crossing dimensional boundaries.

On the topic of swordsmanship, he learned Form I through Form IV but focused primarily on Form III Soresu. Gavin took to this form like a fish to water. He could even be considered a prodigy. He adapted and modified it to a form he named Rivers Flow. In its early state, he took inspiration from the way a river flowed bending and moving fluid and without form. It took the defensive and minimalistic movements that allowed Soresu to create such a strong defense and added dodging. Much like a river, he flowed around obstacles in the battle, deflecting what he could not block and dodging what he could not deflect.
