I don't think you read my note at the end of the chapter. They are two completely different people. However, they are both Gods. One is the ruler of Heaven and the other is the Sun God. They were bound to meet in the future. It won't be in this book but they hall cross paths eventually.

You need to remember the fruit chose Luffy. He was bounded by fate to become Joy Boy. Apollo isn't, he might have the powers but he ain't Luffy. Also, the fruit doesn't turn you into a God, Joy Boy does since his soul is in the fruit. Similar to how Oden's spirit stats with Enma

He wanted something that would make his personality a bit brighter. Luffy's fruit is the best tbh. He didn't think it would come with that kind of side effect.
