Not really stupid though. Think of it this way. You are supposed to be responsible for whatever country, or state, or area you have your authority over. Now that there's an 8 year old kid who can kill hundreds of well trained soldiers and a villain that has killed multiple pro heroes, what would be the most logical thing for you to do? To make sure this kid isn't insane first. Killing someone itself is very mentally disturbing thing and he killed hundreds. Self defense or not, it doesn't change how much of a gunpowder that kid becomes. Next would be to figure out whether his moral compass is set enough to not turn out dangerous for your public. Although there's no guarantee that would be reliable as human morals are quite a fickle thing. And finally execute the plans of cooperation by any possible means. That's how things generally should go for ideal results. But in any case, the first step would require to take him into custody.
