What "celestial will" is is a whole other topic which has to do with why Gaia/Alaya is scared of humanity. Basically, humans were once part of the "Gaia common sense" or reality marble, but then somehow split and became independent of Gaia which formed Alaya. At least that is how I understand it.
Fate magic works on a combination of human faith and celestial will as in Gaia and Alaya. If many people learn to use the same type of mystery or magecraft, the energy of that faith/celestial will gets shared and it pretty much will ceases to exist. The less people know how to use a branch of magecraft and the more it leans on the history/faith of that region, the stronger it is. The age of Gods was when the gods/celestial spirits, creations of Gaia/Alaya still walked the earth and the planet more or less still played ball with humans. After the end of AOG the human common sense started to take over the planet. Think of it as a giant reality marble powered by the believe of all humans. Underneath is still Gaia as it was, with all the gods(though many died) and phantasm species like, elves, faeries and stuff. Modern mage craft connects the "old" or the things from the other side with modern human thinking. Many spells and branches of mage craft only work locally and in very specific areas of the world because only there humans still believe in this or that. If you want to revitalize/make it easier for those studying mage craft, you would have change the common sense of humans away from science and towards the mystical. But that goes against the direct will of Alaya for many reasons, who in the worst case will send Counter Guardians after everyone involved even bystanders. So to sum things up, Alaya being the will of humanity is very against magecraft because of the things mentioned earlier and is mainly responsible for the weakening of magecraft. True magic is different though, it never weakens and doesn't rely on any faith or celestial influence.
MC starts training random civilian villagers and calls that "his clan" they all are somehow able to use "Lava release" which should be a bloodline and are just as strong as actual Shinobi who for generations have refined their bloodlines and chakra through selective breeding. I gave up when the story started mentioning a "Tsuchikage Clan" lol and yes, the name of the clan is "Tsuchikage" NOT "clan of the Tsuchikage".

Sh*tting on Sakura is low IQ. People just do it because they read or heard other people do it. If you really focus on the original story then Sakura was clearly above average for her age. It isn't her fault that she was put in the same team as spiritual Demi-Gods. Kakashi being a once in a generation super genius himself.
This is the problem with fanfics that follow the main story line. The OC becomes the 3rd wheel and instead of adding to the story, they make everything cringe and nonsensical. Clearly the Avatar dying or losing would just end the story right then and there, which is why the author has to prevent that by turning Tanya into an imbecile. It would have been better if this story's focus was about Tanya doing her own thing instead of making her a parasite to the original story. Making the Avatar chaise the focus of the story is the biggest mistake one can make in an Avatar fanfic.
