It had been a week since the 6.01 Food Riots had started at it still showed no signs of stopping, most of the players who did not want anything to do with the war had left the city via summons or by other means while some of them had taken refuge under the Shinobi who had remained neutral in the fight, of course, there were some adventurers who had tried to drag the Shinobi into the fight but were immediately put down by the shinobi in a show of force that was enough to intimidate the entire city,

This leads to the current situation,

On one of the prototype Airships that was floating in the middle of the Pacific ocean, we can see 7 people standing around a map as they discussed the issue,

"Just how long are we planning to stay out of this and turn a blind eye to the atrocities that these adventurers are carrying out in the city? even with all of the Jounins acting as the police, there are still a lot of people that are doing deeds that would have had them in prison for life if this was back home" said a man with white hair and eyes with small horns sticking out of his head,

This was the Kage of New York and representative of USA, Ryner and the first one to unlock the Otsutsuki subclass in the world,

"We just need one more day Ryner, I know that this is New York we are talking about, your home, but still, we will need a sure-fire way to take care of these idiots in a better way than to imprison them in their own Cathedral and seal the structure, that is too unreliable, that was the reason why we had begun our work on the prison scrolls, and now that we finally figured out how to modify the scrolls enough to contain adventurers just as they do to the Shinobi, we only need a single day to upload them into the system inventory, then we can attack," said a man with deep black hair and eyes,

This was Naresh, the Kage of the Delhi server and the representative of India, and the first one to unlock the Rinnegan without the Otsusuki subclass by being the only one to hit level 400 and unlock it naturally through his dual Rare Subclasses, Uchiha and Senju,

"It is not a matter of just New York, Naresh, we need to figure out a way for the adventurers to return to their senses and stop being morons," said a man with a heavy Russian accent who had deep red hair, indicating his Uzumaki class,

This was Ivan, the Kage of Moscow Server and the representative of Russia, he was also one the only three known Jinchūriki class players, the host of the four tails,

"I do not think that they are morons Ivan, I think that having power over other people had made them do the same thing that the criminals in our world do all the time, they took advantage of it and committed unforgivable crimes, I think it is best if we seal them away forever, or until we find a way back to our world where we will be handing them over to the authorities," said a beautiful woman with black hair and eyes, symbol of the Uchiha,

This was Moon, the Kage of Beijing and the representative of China, one of the only Kunoichi with the Yuki subclass to have achieved the level of 350,

"Moon, I know that one of the adventurers had tried to take advantage of your sister during the Calamity but still, wishing upon them eternal damnation is still too far," said a man with blue hair and red eyes,

This was Luther, the Kage of Australia and their representative, also one of the only two people who are strong enough to fight a Jinchūriki one on one, the other one being Naresh,

"Luther, are you actually siding with those idiots? because I recall you personally cutting down hundreds of them as if they were weed when you found a group of them attacking an NPC caravan for 'loot'" said a woman with beautiful brown hair and eyes which shone in amusement,

This was Kara, The Kage of London and the representative of the UK,

"No Kara, I think Luther is trying to abide by the laws that we grew up in, but I need to remind you this Luther, in this world, the adventurers have absolute power over the people of the land, meaning that there is nothing that the 'Law' of the people of the land can do to them, but then again, we too are in the same position as we stand absolute in the face of adventurers, so much so that some of them have begun to act as the tyrants from our history," said a man with grim expressions and a bald head,

This was Diago, the Kage of Germany and their representative, one of the key players in terms of the technological breakthroughs in this world for the Shinobi,

At his words, the others had a grim expression as Naresh turned towards Kara,

"Tell me you found at least a single trail of their whereabouts??" he asked as Kara shook her head sadly,

"We have been at it for an entire month Naresh, but we still have no clue as to where the Akatsuki are, but thankfully, the precious attack that you along with Luther and Ivan have given them enough of a scare to have them lay low long enough for us to prepare," she said,

The Akatsuki, anyone who had watcher the Naruto series was familiar with that name but when it came to Naruto VR, it had a completely new meaning,

A bunch of roleplaying idiots with too much power and love for chaos,

it was soon after the round table was created with Ren as a member, the world council had soon found out that this chaotic group were also online during the update and had transferred to this world, the first instance of their actions could still be felt to this day,

On the very first day of the transition, they had somehow managed to subdue the entirety of UAE along with all of its Shinobi and Adventurers population and turned it into a town of crimes, when the world government had first formed their first action was to use the newly created scrolls to capture the Akatsuki, Luther Ivan and Naresh had personally led the charge but only managed to capture three of the ten members of the rogue guild, thankfully, UAE was liberated from their actions and was now back to being a stable city but the Akatsuki had traumatized them so much that the Kage of the city who was the only player with a level that was more than 200 had fled the country to escape,

Naresh sighed in helplessness,

They were a problem he will have to deal with in due time.
