The war was led by one god whose real name was erased from history. He was called the worst traitor in the history of Heaven who had completely destroyed the balance of the universe.
Even Gaia didn't survive that war as she sacrificed her life to seal Raven, forcing him into a cycle of reincarnation with a seal over his soul.
As the Gods had immortal souls, it was impossible to truly kill them. Even if one was killed, they were simply sent to the cycle of Reincarnation, after which they could regain their strength.
Even Gaia couldn't control the Cycle of Reincarnation enough to the point that she could bring a soul out of it. However, she could manipulate it to some extent.
To make sure that Raven didn't recover, she manipulated the Cycle of Reincarnation.
