The technology is stagnant because they deliberate to choose to be static and reluctant to develop any new technology for some reasons.

Chapter 068 : Beeihae Shinnshiow

Shinnshiow sat back down on the cold bench. He twirled his flashlight so that its light flashed across the walls of the room.
