Military Reforms!

A certain silver-haired woman with different colored eyes could be seen lurking outside of Tempest in the forest.

"So this is Tempest? Quite impressive for a beginning nation." Rumina's muttered while hiding behind a tree and observing the lively atmosphere in the distance.

"What type of buildings are those? I've never seen such detailed architecture."

Rumina's continued to switch from tree to tree, trying to see if she can get a hint of where Hinata is.

"Where is she?" She frowned.

"Vanilla ice cream is definitely the best."

Rumina's suddenly heard a voice behind her.

Snapping her head around, her eye's widened once she looked up at the purple-haired beauty in front of her.

Lucifer was currently sitting on a tree branch, staring down at Ruminas while eating vanilla ice cream from a cone.

'Was she there this whole time!?' Rumina's stared at Lucifer warily.

"You are Lucifer Tempest? I heard that you weren't of any gender." Rumina's calmed down and remembered the description Roy gave to her of the leaders of Tempest.

"Well, I guess your information was wrong." Lucifer nonchalantly spoke while taking another lick of her ice cream.

"Fufu, you are quite the beauty if I do say so myself." Rumina's suddenly gained a mischievous smirk on her face and licked her lips.

Lucifer just deadpanned at her.

"I'm not into flat board's like you. So no thank you." Lucifer shrugged.

"Flat board!?" Rumina's embarrassedly looked down at her chest and glared back up at Lucifer.

"*Sigh* I don't have time for this, I'm Demon Lord Valentine, and I wish to see Hinata." Rumina's rubbed her temples annoyingly and explained her reasoning to come.

"I thought you would want to hide your identity?" Lucifer amusingly asked.

"What good would it do? It seems you already know, most likely Milim or the Lizard told you." Valentine replied with venom at her last words.

"Hmm. And why should I allow you to see Hinata?" Lucifer questioned.

"I can become your ally." Rumina's seemed confident at her offer.

"Why would I want that?" Lucifer raised her brow.

"What about a favor?" Rumina's added.

Lucifer continued to stare at her.

"Money!?" She exasperatedly stated.

"Deal!" Lucifer snickered inwardly.

"We can talk about it later after your done talking to her. And one more thing, if I see you trying to antagonize any of my citizens or allies which includes Veldora, things won't bode well for you." Lucifer threatened with narrowed eyes.

"Yes whatever, I won't bother with that Lizard." Rumina's huffed.

Suddenly Diablo appeared under Lucifer's tree branch and looked at Lucifer's new form weirdly before looking back toward Ruminas.

'Fast! I could completely track his movements but it seemed as if he wasn't trying. He must be the Black Primordial, he's quite formidable, is he holding back his aura?' Rumina's still misunderstood, thinking that since her aura was considerably stronger than Diablo's, that he was just faking it.

"Diablo take her to Hinata and be her guide for now." Lucifer ordered.

Diablo didn't argue and simply walked ahead of her, hinting at her to follow him.

'Diablo's the only one I can trust with this task, none of the other guys are strong enough to observe her.' Lucifer inwardly thought.

"Hopefully I can see you again." Rumina's winked at Lucifer and followed Diablo.

Lucifer simply ignored her flirtiness and used thought communication.

[Everyone excluding Diablo, we are having a meeting in 30 mins.] Lucifer connected to all the Executives.

30 minutes later, Lucifer was in the meeting room with the rest of the executives excluding Diablo.

Everyone was sitting on each side of the long table with Rimuru and Lucifer at the head of the table.

Shion was standing behind Lucifer as his secretary, she was also in much more concealing and comfortable clothing.

Just a white stretchable dress shirt that was completely closed and a bit loose with black dress pants.

"Lord Lucifer?" Ultima called out to Lucifer questioningly.

Lucifer nodded at her, allowing her to talk.

"How come you're suddenly adding us to your executive group? Aren't we just newcomers?" Ultima questioned.

Carrera nodded beside her while Testarossa remained still with a slight smile.

"Well, to be frank, you guys are pretty strong and can become stronger. Plus, I know you guys are loyal, so as long as I have your loyalty, you have my trust." Lucifer explained with a smile.

"Of course, you have our loyalty milord!" Ultima nodded vigorously with Carrera, while Testarossa nodded elegantly.

"Yo Lucifer, why are we here though?" Veldora questioned since he wasn't an executive.

"Well, I just wanted your's and Ramiris's input on what I'm about to say, plus you guys have some very important roles in this reform I'm about to implement." Lucifer explained.

"KHAHAHA, I knew I was needed!" Veldora laughed heartily at Lucifer's words.

"Um, I have a question?" Ramiris spoke on top of Veldora's shoulder.

Lucifer nodded at her.

"Uhm why are you and Rimuru females now?" Ramiris questioned confusedly.

Nobody said anything to Lucifer and Rimuru about their gender because they believed it wasn't their place to say anything but it seems Ramiris doesn't have a care in the world.

"Just a dare." Lucifer winked at Rimuru beside him who was a little flustered with the sudden question.

Rimuru was wearing a white blouse with brown pants, Lucifer gave it to her himself.

"Oh ok." Ramiris simply nodded.

Lucifer himself couldn't take his eyes off Rimuru for a few seconds, which soon turned into an awkward silence in the room.

"Lucifer." Rimuru whispered with a pout.

"As I was saying, me and Rimuru plan to do some miltary and some infrastructure reforms." Lucifer continued speaking as if he never stopped.

"The military reforms will give some of you roles in this room, each of you will become generals exlcuding Veldora and Ramiris. Here, take this paper, they will explain the roles and what each of you should be doing." Lucifer got up and started to hand out the packets to everyone.

Role: To command and manage the troops in Generals absence, or in more simple terms, a second in command, right under the Generals.

[General]: S Rank Soldier

Role: Has a legion under them which they manage and command depending on the role of their legion.

[Commander-in-Chief]: Lucifer and Rimuru hold absolute authority over all Military action and strategy.

[Legion]: A large group of soldiers of over thousands that will be led by a general. Each legion will have its own purpose that they specialize in.

"Listen up, you guys can read it in more depth later, I will simplify it for you guys now." Lucifer stated.

Once Lucifer spoke, everyone put their papers down and paid attention to Lucifer's words.

"I will now tell you guys, which legion you will command and what that legion does."

"Oh and I'll also be giving each of you designated armor for your legion as Generals, I'll also be showing you what your soldier's armors are gonna look like and what they can do. If you have any thoughts on the armor, you can express your opinion, once I show you it." Lucifer explained before getting back to the main topic.

"Now, Benimaru you will be the General of the Crimson Legion, its purpose is to be our main offensive military force on the ground, they comprise of over 50,000 soldiers, still increasing."

Benimaru nodded seriously, he had over 50,000 soldiers depending on him, and he can't make any careless mistakes.

"This is the armor you will be wearing." As soon as Lucifer finished speaking, Shuna came in with maids behind her pushing carts that were filled with multiple large suitcases.

Shuna took a certain suitcase and opened it up for Benimaru to see.

Benimaru's eyes widened as he stared at his new Crimson Red armor and the future armor of his soldiers.

Lucifer ignored his expression and continued explaining while walking over to Geld.

"Geld you will be the General of the Border Legion, this Legion's main job is to protect the whole of Tempest's territory which is now the whole of Jura Forest. In the near future, we will build walls on the outskirts of our territory, you will have soldiers on said wall, and you will also have multiple military sites spread out inside our territory for rapid response. You will also handle other things at the border such as regulating who will enter or who can't which will be explained later."

"Lately we have let too many enemies get in our territory easily, endangering Tempest and our citizens. Your job will be to stop that from happening, you will also have 50,000 soldiers at your command, which is still increasing." Lucifer explained while picking up a suitcase from a cart and putting it in front of Geld.

Once the suitcase opened, Geld Looked at the armor with pride.

It was armor with brown stripes and looked beautiful to Geld.

"Oh by the way, can you Orcs change that?" Lucifer questioned suddenly.

"What do you mean milord?" Geld questioned confusedly.

Lucifer pointed toward his fat belly.

"Ahem! Of course my lord, with simple magic all Orcs can convert into a more comfortable shape of body for the armor." Geld embarrassedly explained.

"Ah! Good, good." Lucifer nodded appreciatively.

"Next! Ultima and Carrera, you two will be Generals of the 1st order, the 1st order's purpose is to basically be a police force inside tempest, handling all lawful internal affairs. You will be protecting Tempest from the inside by also regulating who can come in or who can't, making sure their identity is correct, and of course, as police, you will punish those who are breaking the law."

"But Testarossa who has been given the role of dealing with Foreign Affairs will be advising you guys for now. Your police force will have over 20,000 forces, which is still increasing."

Carrera and Ultima were cheering at their position, and Testarossa nodded thankfully.

Lucifer simply smiled at them and put down another suitcase in front of them.

Opening it up it showed black/white armor that was their personal armor and their soldier's armor.

"Awesome!"

"Cooll!"

Lucifer ignored their words and continued.

"Next is Souei, you will be the General of the Shadow Legion, your legion will be focusing on gathering intelligence from foreign countries and doing covert operations. Of course, if it comes to it, you will also be doing assassinations."

"Your Legion will comprise over 10,000, you will need to train them with the help of your subordinates, in order to make them useful."

Souei nodded with a blank expression.

Lucifer brought a suitcase in front of Souei, once opening it revealed black armor.

Souei nodded again with a blank expression.

"Next is Gabiru, you will be the General of the Air Force Legion for now, your Legion's purpose is to handle all aerial missions and tasks. In certain situations, the Border Legion might ask for assistance or the Crimson Legion, etc. Your Legion will comprise of 100 for now."

Gabiru was gobsmacked.

"Lord Lucifer with all due respect, why am I only leading 100 men?" Gabiru questioned respectfully.

"To be frank, your not entirely reliable, while you're good at doing what your told to do, I haven't seen any of your redeeming features when it comes to leading." Lucifer bluntly explained.

"But what about the demoness you just met them!?" Gabiru pointed accusingly toward the trio demoness.

The trio themselves just stared at Gabiru coldly which made him shiver.

"First of all they are over thousands of years of age leading their own factions, they have experience, and second of all, I know their capabilities quite well." Lucifer praised the demoness who just smiled proudly at his statement.

"Thousands of years!?" Gabiru exclaimed.

Even the likes of Benimaru and Zegion were surprised.

"Enough." Lucifer stated.

"My apologies Lord Lucifer!" Gabiru hurriedly apologized with his head bowed down on the table.

"This is your armor." Lucifer dropped a suitcase in front of Gabiru.

It was just a normal white armor with a different mask than the others.

"Last for now is Ranga, who is a General for the Beast Legion. The Beast Legions purpose will also be of an offensive military force that will support the Crimson Legion. It comprises over 3,000 soldiers."

"Sorry but I don't have any armor for you." Lucifer apologized to Ranga who was sitting on the ground beside Rimuru, who seemed to be bored.

"It's fine Lord Lucifer, I am more then happy to be allowed to serve my masters!" Ranga replied happily.

"L-lord Lucifer! What about me!?" Shion questioned with puppy eyes behind Lucifer.

"You're simply my bodyguard and secretary, you don't have the time to manage a legion." Lucifer simply replied, turning around to look at her.

"Of course!" Shion happily nodded.

"L-Lord L-Lucifer? H-have I angered y-you?" Zegion could be seen staring at me while sweating nervously.

"No, I didn't pick you for specific reasons." Lucifer replied.

"May I ask why?" Zegion questioned.

"Why? Ok I'll tell you, first your an introvert with no actual leadership skills."

Stab!

Zegion dramatically grabbed his chest in pain.

"Secondly, since you can't talk for shit, your soldiers will feel depressed for the most part."

Stab!

Zegion flinched while grabbing his chest again.

"Thirdly you have no friends other than that Bee named Apito, if you can't even make friends with the executives here, what do you expect to act like with your soldiers? I'm not saying you should be nice, I'm just trying to say, stop acting like a loser." Lucifer finished.

Stab!

Zegion dropped to the ground dramatically as if he died.

"I will h-heed your a-advice L-Lord Lucifer." Zegion raised his arm in the air.

Once Zegion finished speaking his arm dropped dead dramatically.

Zegion then reincarnated in the Naruto verse, as one of Shinno's bugs.
