Uchiha Fugaku returned to the Uchiha Clan after successfully sneaking into the Hokage Building. As he arrived, he exchanged places with the shadow clone he had left behind.
"Fugaku, what happened?" Uchiha Mikoto, wearing pajamas that revealed a fair amount of her skin, stepped out of the bedroom, rubbing her eyes sleepily.
"I'm not entirely sure. I've sent someone to gather information. We should know more soon," Fugaku replied, shaking his head.
Having been "busy" investigating the break-in at his own secret room earlier, Fugaku hadn't gone to sleep yet. Because of this, Mikoto had no idea that he had left the house at all.
"Patriarch," came the voice of a clan member from outside. It was the informant sent by Fugaku to gather information.
Fugaku stepped outside and asked, "What happened?"
"The Hokage Building was broken into, and the Book of Seals was stolen. The thief hasn't been caught yet," the informant explained.
"The Hokage Building was robbed too? It must have been the same person who broke into the Uchiha Clan earlier," Fugaku said, feigning surprise.
"Send a team of our people to help with the search," he ordered.
"Yes, sir," the clan member responded before leaving to carry out his orders.
Fugaku returned inside, and Mikoto, who had overheard the conversation, was in shock.
"Sneaking into the Uchiha Clan during the day and then the Hokage Building at night… that person is bold!" Mikoto exclaimed, still processing the news.
"Yes, incredibly bold," Fugaku said with a nod, maintaining the appearance of concern.
The next day, the news of the robbery at the Hokage Building spread like wildfire through Konoha. The gravity of this event far surpassed the theft at the Uchiha compound, as the Book of Seals was an irreplaceable and highly classified document kept under tight security.
The Book of Seals contained dangerous, forbidden techniques that could wreak havoc if they fell into the wrong hands. While it was likely that the village leadership had made copies of its contents for safekeeping, the risk of these techniques being leaked was a serious concern. If these forbidden jutsu were disseminated outside the village, the consequences for Konoha could be catastrophic.
As expected, a village-wide meeting was soon convened.
"Hokage-sama, this Wood Release Kekkei Genkai ninja is out of control! He infiltrated the Uchiha Clan during the day and then stole the Book of Seals from the Hokage Building at night!" Fugaku exclaimed, feigning anger as he addressed the Third Hokage. "I once again request that we form a twelve-man elite Jonin team to hunt down and eliminate this rogue ninja!"
The anger in Fugaku's voice was half real and half for show. His true frustration was directed at Uchiha Shisui, who had infiltrated his secret room, and at the Third Hokage, who had likely ordered Shisui to do so. Without concrete evidence, however, there was little he could do against either of them directly. Instead, Fugaku intended to pressure the Hokage into sending Shisui on a dangerous mission to deal with Uchiha Obito.
"Hokage-sama, Patriarch Fugaku is right. We can't allow this Wood Release ninja to continue unchecked. It is essential that we form a team to eliminate him," added Hyuga Hiashi, the head of the Hyuga clan, his pale, pupil-less eyes showing his concern.
Hiashi was well aware that the Wood Release ninja seemed to be targeting the village's secret techniques. After the Uchiha Clan had been robbed, the Hyuga Clan could easily be the next target. He was, therefore, fully in support of any effort to eliminate the threat.
Shimura Daisuke, head of the Shimura family, hesitated. He glanced over at Danzo Shimura, the real power behind his clan, who was seated next to the Hokage. He wasn't sure whether to support or oppose Fugaku's request. On one hand, his clan had always been antagonistic toward the Uchiha, but on the other hand, Danzo had backed Fugaku's suggestion at the last village meeting.
Danzo gave a slight nod of approval, barely noticeable, but Daisuke understood. He relaxed and spoke up, "Hokage-sama, the forbidden techniques in the Book of Seals must not be allowed to fall into enemy hands. I also support the formation of a twelve-man elite Jonin team to pursue this ninja."
Fugaku glanced at Daisuke, noting his rare agreement. It wasn't surprising, though, as the true decision-maker in the Shimura clan was Danzo, and Danzo had clearly supported this idea in the previous meeting.
"We cannot allow the Wood Release Kekkei Genkai ninja to run free any longer, Hokage-sama. I agree that forming an elite Jonin team is necessary," said one clan head.
"I agree as well," echoed another.
"I support the formation of the team."
The heads of the various clans voiced their agreement one after the other. Some aligned themselves with the Shimura family out of self-interest, while others genuinely feared for their clans' safety, worried that they could be the next target.
With most of the room in agreement, the Third Hokage frowned slightly. Even as Hokage, he had to consider the overwhelming support for this proposal. Additionally, he couldn't deny that the Wood Release ninja posed a real threat to Konoha. While no one had been killed during the break-in, the theft of the Book of Seals was an alarming development.
After some thought, the Hokage spoke, "Since there is a consensus, we will form a twelve-man elite Jonin team. Only those with elite Jonin strength will be considered. Who do you recommend for this task?"
"I recommend Uchiha Shisui from the Uchiha Clan," Fugaku immediately suggested.
The Third Hokage's brow furrowed in frustration. Fugaku is pushing for Shisui again…
Shisui had been heavily influenced by the Hokage and was completely loyal to him. The Hokage didn't want to send Shisui on such a dangerous mission.
"While Shisui is indeed strong, he's still quite young. Perhaps there are other candidates?" the Hokage suggested, trying to dissuade Fugaku.
"Shisui has been in the Anbu for years, and his experience rivals that of older Jonin. I believe he is fully capable of handling this mission," Fugaku insisted.
The Hokage sighed internally. Fugaku wasn't backing down. The real reason for Fugaku's insistence was obvious: he wanted Shisui to face Uchiha Obito, the man disguised as Madara.
Danzo Shimura, seeing an opportunity, spoke up. "Hokage-sama, I know you want to protect our young talents, but being overprotective will only dull their edge. This mission is the perfect opportunity for Shisui to grow."
After a tense silence, the Hokage finally relented. "Very well… The first candidate will be Uchiha Shisui."
The Hokage's frustration was evident, but he had no choice but to agree. As the Uchiha clan leader, Fugaku had the right to recommend Shisui, and the Hokage couldn't block the decision without appearing biased.
