[Kaito's P.O.V]

It was Grandpa's birthday yesterday and I told him I was going to give him his gift that I prepared for one year.

He was so excited that he told me give it to him that instant I told but told him I'll tell him tomorrow.

Now the time has come to change the future.

As I nock on the door and enter Grandpa instantly recognized me and smiled at me warmly and said " So Kaito are you ready to give Grandpa your that you prepared for one year"

"Not gift Grandpa but gifts" I replied

"Ohoho so more than one huh, so will give now"

"Yes Grandpa "

"Here's your first gift-an idea that'll shock you "

And soon Kaito answered "Grandpa we should help these civilian shinobis" Little Kaito said excitedly

I was surprised by this and thought my grandson was a little naive since he wanted to help those civilian shinobis who he didn't even know out of kindness but still I decided to hear him out.

"We should build a place where new civilian kids can go and learn about all the shinobi stuff. This way we can teach a large number of children at the same time. This will also help us maintain a good relation with the civilian shinobis of our village"

"Well, We can have different A rank or B rank Shinobi of different fields teach a group of 30 kids at a time. These fields can be History of Shinobis and Different Clans , Geography, Ninjutsu, Taijutsu, Kenjutsu, Bukijutsu, Genjutsu, Fuinjutsu, Teamwork and Medical Ninjutsu. These kids can go to shinobi academy at the age of 5 and can stay there for the next 6 years. Every year, the difficulty will rise. Also students will have to pass a test before they go the next year. After they pass all 6 years, they can become a Shinobi for the village. Even if they fail they can just repeat the year."

"That's a brilliant idea, with this not only we will have more D Rank and C Rank Shinobi but they will also have a better foundation " I said while I was visibly excited.

"Grandpa but there is a problem what if a Shinobi after graduating leaves the village we will lose a valuable shinobi and enemy might gain another shinobi" Kaito asked worriedly fake it make it seem like he doesn't understand everything.

"

"Grandpa, is there any infighting between different clans in our village?" I asked because if there wasn't any infighting, I would have a suspect to who would have helped the three great villages destroy the village. Looking at the current strength of the village even if those villages attacked we would have suffered greatly but not completely annihilated. There must be a traitor somewhere in the village who helped them.

"Unlike other villages, there is no in fighting inside our village. Heck, no one even wants to take the uzukage post because they are scared of paperwork hahahahaha."

While listening to my grandson only one thing came to mind that my grandson wasn't only a monster in Shinobi talent but it appears he also a monster in administrative area also.

'Looks like it's time for Kaito to learn things about the village'

As he finished his explanation I was initially stunned but then laughed when I think about the development of Uzu.

"HAHAHHAHAHA"

"Good very good Little Kaito you really are a genius, would you like know more about the village maybe you can help improve the with that genius brain of your"

'That's unexpected but it's for the better and maybe I'll develop village more and find some way route out traitor '

I replied to Grandpa "Yes Grandpa"
