After arriving in Kaze no Kuni, I must admit that both Kaze no Kuni and Sunagakure treated the victims fairly well. The food may not be great, but it fills our bellies. The clothes may not be fancy, but they're clean. Although we work every day, the wages are decent. Every month, merchants pass by without fail.
I must confess, in Kaminari no Kuni, most commoners couldn't endure such a life.
I, too, find solace in this existence, but I can't forget my mission. After observing for some time, I began stirring up trouble, provoking the victims and inciting them to cause disturbances.
As the saying goes, idle hands are the devil's playthings. These two fools were perfect for my purposes.
Yet, as the events unfolded, the Sunagakure barbarians proved unreasonable. A shinobi threatened them, scaring these two fools. Left with no other choice, I had to act myself. This method had been used to brainwash numerous people. Most of them became completely stupefied before they even finished copying the ideological and political program. They would obediently answer any question.
Some determined shinobi resisted for a while, but due to their unwavering love for the village, they eventually succumbed to the prolonged brainwashing. Their thought processes and logic became distorted.
Rakai was the first to memorize and repeatedly write down the ideological and political program without losing his sanity.

In Kaze no Kuni, Sunagakure, within the Kazekage building, Hitoshi was reviewing documents sent from various engineering offices.
"Tsk tsk, this person is insane. They're capable of unimaginable things. Killing their entire family could be forgiven in this world. But what's this? There are always unique individuals," Hitoshi muttered as he skimmed through the records about Rakai.
Oh my god, silently memorizing and writing down the ideological and political program without going insane. This is truly horrifying.
Most importantly, their mind remained undistorted. They hadn't become an empty shell repeating the ideological and political program mindlessly.
On the contrary, they could silently record it while remaining lucid.
